- This is a Sources Sought Notice by the Drug Enforcement Administration (DEA) to identify a qualified institution to collaborate with DEA to design and conduct a study to test the procedures and methods used in the comparison of toolmarks on solid dosage units such as tablets to validate the reliability of those procedures and methods. The study must consist of: (1) developing a protocol/testing procedure to test and evaluate the uniqueness of tool marks on tablets and punches, the transfer of such marks from punch to tablet, and the reliability of the procedures and methods used in comparing the tool marks; and (2) conducting the approved study. The project, when successfully completed, must consist of: (1) delivery of a protocol/testing procedure approved by DEA?s Office of Forensic Sciences describing how the study will be conducted; (2) written monthly progress reports on the study; (3) delivery of a final report describing the completed study process including conclusions, based on the testing conducted, on the uniqueness of the tool marks on punches and tablets, the transfer of such marks from punch to tablet, and the reliability of the methods and procedures used to make comparisons of such tool marks; and (4) recommend enhancements to procedures and methods. The respondents to this sources sought notice must be institutions with: (1) a strong emphasis on, and recognized success in, forensic science studies; (2) access to experienced practitioners in a range of forensic science disciplines, to include the tool mark discipline; (3) experience in research and in publishing peer reviewed scientific studies; and (4) access to statisticians who can evaluate and predict probabilities based on limited test samplings.
