Description

An RFP will be issued for the continued Operation of the Oneonta Job Corps Academy, in Oneonta, New York. Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, March 1, 2006 through February 29, 2008, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about April 4, 2005. It can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm . The average capacity for the center is 370 youth of which 370 are residential (210 males and 160 females). The center is also responsible for OA/CTS contract components. The arrival goals for OA are total arrivals of 165 youth (83 males and 82 females). CTS placement goals are 346 Graduates and 144 Former Enrollees. A Pre-proposal Conference and Site Visit are scheduled for Thursday April 14, 2005 at 10:00 a.m. (local time) at the Oneonta Job Corps Academy. The Center is located at 21 Homer Folks Boulevard, Oneonta, New York 13820, (607) 433-2111. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, prior to attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a ?Notice of Intent to Attend Oneonta Job Corps Academy Pre-Procurement Conference? to: Tom Pendleton, U.S. Department of Labor, Office of Job Corps, JFK Federal Building, One Congress Street, Suite E-350, Boston, MA 02203. All Notices of Intent to Attend should be received by this office no later than April 8, 2005. Attendees are required to stop in at the front desk of the main building to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than April 8, 2005. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Academic and Vocational Training, operate Counseling & Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail & Legal services, and Student Career Transition Services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations, Public Information, Outreach and Admissions and Post-center Career Transition Services. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than Wednesday, June 8, 2005 at 2:00 p.m. (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
