- DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB is soliciting technical/management and business/cost proposals for the Advanced Vehicle System Modeling and Simulation Program with intends to award Multi Award Task Order (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the Air Force Research Laboratory, Propulsion Directorate, AFRL/PR West, Edwards AFB, California. Accompanying this announcement Broad Agency Announcement (BAA) number BAA-05-01-PKTB, Advanced Vehicle System Modeling And Simulation (AVSMS), with separate attachments. There is also a Model-Contract with attachments. All information to submit proposal against this requirement is contained within. The following specific research is being sough: Research Area 1, Model Development, Sub-Research Areas, Weights and Sizing Models, Structural Design Models, RCS and Mechanical Flight Control Models, Propulsion Performance Models, Trajectory Models, Aerodynamic Models, Aero-heating Models, Operations Models and Cost Models. Research Area 2, Software Integration, Sub Research Areas, Adaptive Modeling Language (AML), Conceptual Design Environment, Optimization. Research Area 3 - Applications and Assessments, Sub-Research Areas, Launch and Ballistic Missile Applications and Assessments, In-space Vehicle Applications Assessment. Research Area 4 ? Electric Propulsion, Sub-Research Areas, to be determined at a later date; and Research Area 5 ? Advanced Propulsion, Sub-Research Areas, Software Architecture Development, Fluid and Plasma Dynamics Modeling, Multi-Phase and Material Modeling, Nuclear Physics and Engineering Models and Concept Analysis, Evaluation, and Comparison. This effort is 100% set aside for Small Business. There are (3) three North American Industry Classification System Code?s (NAICS) that are applicable to this announcement. They are; 541710 (Primary) with a size standard of 1000 or less, and 541330 with a size standard of $4.0 Million and 541511 with a size standard of $21.0 Million (Secondary). Size standard and NAICS code will be addressed in the Contractors Certification and Representations worksheet, found in the attached BAA on FEDBIZOPS website. Contractors interested in this requirement should submit a complete package, in accordance with BAA-05-01-PKTB, obtainable on the FEDBIZOPS website http://www.eps.gov. Proposals must provide clear and convincing evidence that the offeror?s can meet the Government?s requirement. This current notice of intent is call for competitive proposals in those specific sub-research areas identified in the BAA. Responses must be received on or before 4:00Pm (PST) May 2, 2005.
