- FedBizOpps Note 22; The U. S. Army has a requirement to develop and field hypertonic saline dextran (HSD) to improve resuscitation and survival of combat casualties who suffer hemorrahagic injury. The National Heart, Lung and Blood Institute of the National Institutes of Health has established a consortium with BioPhausia and the U. S. Army to conduct a multi-center trauma study to evaluate the effectiveness of HSD for treatment of traumatic hemorrhage and to seek FDA Approval of HSD for this use. T he IDIQ contract (FFP) will have a possible period of performance of 10 years, if FDA Approval is received. Parties interested in this requirement may contact the Contract Specialist, Shannyn M.
