Description

The work of this project consists of providing all labor, equipment, and materials required to install a hydrological monitoring system for Palikea Stream, Haleakala National Park, Maui County, Hawaii. The project would include at a minimum, the installation of rain gauges calibrated for high intensity rainfall for precipitation monitoring, stream gauges for river flow monitoring, base station for receiving and processing the real-time hydro-meteorological data; and a radio data repeater to ensure proper transmission of real-time data to the system's base station located at the Kipahulu Ranger Station. The contractor will be responsible for all phases of the work in accordance with specifications provided. Completion will be required within ninety calendar days after Notice to Proceed. SOLICITATION DETAILS: This is a best value procurement open to all responsible small business concerns. Selection for award will be based on a best value determination after considering a firm's prior experience installing systems similar to the one specified, and past performance. The NAICS code for this project is 541690 and the small business size standard is $6.0 million average annual receipts for the last three years. The electronic solicitation will be available on approximately April 4, 2005, at www.fedbizopps.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov and maintain an active registration at http://www.ccr.gov. The contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government reserves the right to cancel this solicitation. PROJECT LOCATION: Kipahulu Valley is a remote location on the island of Maui, 50+ miles from Kahului, Maui. The Kipahulu valley is isolated. The road leading to it is a narrow, winding two lane road heavily travelled by tourists. The Kipahulu valley is classified as a wilderness area accessible by foot or helicopter. Lodging and meal services are available on a limited basis from the town of Hana, 10 miles away. Cellular phones coverage is spotty in this area. The NPS will provide helicopter transport for installation of this system.
