Description
The U.S. Geological Survey (USGS), Center for Aquatic Resource Studies, Gainesville, FL intends to make award, on a sole source basis, to University National Oceanographic Laboratory System (UNOLS) Harbor Branch Oceanographic Institution, Inc. to lease a fully found vessel, submersible, operating personnel, facilities, fuel, oil, food, scientific personnel quarters, and support equipment (deck equipment, trawl winches and wire, and anchor gear, GPS navigation, freezers for specimen preservation), to enable USGS to conduct continuous 24-hours per day operations (including daytime and nighttime operations), 7 days per week, in the Gulf of Mexico, in conditions including 6-8 foot seas, with a minimum endurance (fuel, water, food) of 7 days. The UNOLS Harbor Branch Oceanographic Institution RV Seward Johnson II, mother ship and its Johnson-Sea-Link I submersible is the only platform available that meets the minimum specifications and is available on the cruise date occurring between September 15th and October 31st, 2005. The contractor shall provide an ABS certified submersible capable of carrying 2 scientists and sub support crew (an additional 2 personnel) to a depth of at least 3,300 ft (1,000 m) and capable of operating on bottom for at least 4 hours (not including emergency back-up). Large observation ports on the submersible are required. The submersible shall be able to sample mega-faunal fish and invertebrate specimens using a suction sampler, rotenone dispenser system, sediment cores, and manipulator claw. The submersible must be equipped with high quality underwater video systems (including lights and internal monitors) and high quality underwater still cameras (35 mm and 85 mm) capable of going to the maximum submersible depths. The submersible must have a system for measuring temperature, salinity, oxygen, and depth through independently mounted systems. Submersible must have auxiliary electrical and hydraulic power to run a variety of scientific equipment. The submersible shall be able to deploy and retrieve PVC tube traps, baited light traps, and oceanographic monitoring equipment after several days on the bottom. The contractor shall provide a support vessel that is able to continually track the location and depth of the submersible during its dives. Communication with the submersible is also necessary. The support vessel must have accommodations for at least 16 scientists for at least a 9 day cruise. The support vessel must have large wet and dry lab space for use by the scientists. The support vessel must have a large freezer space, video processing facility including a dark room to process still films and must have the ability to keep samples separated. A determination not to continue with this acquisition based upon response to this notice is solely within the discretion of the Government.
