- The National Transportation Safety Board (NTSB) intends to award a sole source contract to the National Academy of Science (NAS) National Research Council's (NRC) Aeronautics and Space Engineering Board (ASEB) for the facilitation of meetings between technical experts and NTSB staff in support of NTSB accident investigations. The proposed contract is for services for which the Government intends to solicit and negotiate only with the ASEB under authority 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. NAS was established by Congress in 1863 (36 U.S.C. 253) to be an advisor on scientific and technological matters. The NAS is uniquely qualified to assemble scientific and engineering expertise of the highest reputation from the public and private sectors. The ASEB is the only organization that can provide the measure of expertise, independence, objectivity and audience acceptance necessary to meet the NTSB's requirement. The NTSB anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a base year with up to four (4) option years. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and respond to the notice by April 3, 2005. All inquiries must be addressed to Fran Risinger at fran.risinger@ntsb.gov. Telephone inquiries will not be accepted. Consideration of the responses is solely within the discretion of the Government.
