- This is a Market survey to identify potential sources that possess the expertise, capability, and experience to provide necessary supervised labor and materials for storage of privately owned vehicles per the Performance Work Statement at end of this Market Survey. The North American Industry Classification System (NAICS) code is 561210 and the Small Business Size Standard is $30 million. The appropriate Wage Determination as determined by the Department of Labor is applicable. All interested parties must be registered in the Central Contractor Registry (CCR) in order to receive an award. All eligible firms responding to this Sources Sought must ensure their response is complete and sufficiently detailed to allow the government to determine the firm s qualifications to perform this requirement. Only firms having relevant experience performing this type of requirement will be evaluated as qualified for consideration. The Government does not intend to award a contract based upon this Sources Sought an nouncement. This market research does not constitute an invitation for bid or request for proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any costs incurred for their participation in this market survey PERFORMANCE WORK STATEMENT (PWS) PRIVIATELY OWNED VEHICLE (POV) STORAGE FORTCAMPBELL, KY C.1. GENERAL. This PWS applies to services that the Government may require for the storage of privately owned vehicles and related services. Should the Government contract for these services, the Contractor shall furnish all necessary labor, materials a nd performance related services, as specified in the PWS. The storage facility will be a consolidated location on the installation with government fencing around the perimeter. C.1.1 SCOPE. The purpose of this PWS is to state the terms and conditions under which the contractor will provide necessary supervised labor and materials for storage of approximately 5,000 privately owned vehicles to include approximately 10 motorcycles with 24-hour security surveillance and related services under orders issued from time to time by the Ordering Officer. POV storage service is contingent upon deployment requirements; therefore there is no guaranteed minimum or maximum number of POVs to b e stored or the length of time the storage of the POVs will be required. The quantity of vehicles in this contract is an estimated number of vehicles that can be stored at any given time. The estimated quantity was determined by the estimated number of a uthorized single troops that may consider storing privately owned vehicles while being deployed. The Contractor shall be prepared to process up to 400 vehicles daily, seven days a week, until the surge is completed at which time the Contractor, with Gover nment approval, can reduce to the staffing needed to continue storage services and to provide security for the POVs. The Contractor must provide at no additional cost to the Government a shuttle service to and from the POV drop-off and pick-up location to be designated on Fort Campbell. The Contractor will utilize a consolidated storage site on the Fort Campbell Installation. Specific numbers of vehicles requiring storage cannot be determined and specific dates of drop-off and pick-up dates cannot be est ablished. C.3. SPECIFIC TASKS: Preparation for storage (handling-in service): The contractor shall perform services in accordance with the following. The Contractor shall be prepared to receive up to 400 POVs daily, seven days a week, until the surge is completed , at which time the Contractor can reduce staffing to provide security for the POVs. The vehicle may be turned-in by the vehicle owner or the authorized agent. Upon turn-in of the vehicle, the Contractor in conjunction with the vehicle owner or the autho rized agent shall prepare an accurate, legible inventory of POVs (original and three copies). C.3.1 Battery cables shall be disconnected and ends taped. Also posts on batteries will be taped. An exception to this requirement is for vehicles equipped with computers that require constant battery current, in accordance with manufacturers specifica tion. C.3.1.1 Maintain keys in the members file to facilitate handling and movement; C.3.1.2 Motorcycles shall be placed upright, with nothing touching or pressing on them; C.3.1.3 Service of vehicles for duration of storage period: Maintain tire pressure. Maintain battery fluid level and battery charge of specific vehicles if applicable. C.3.2 Release of vehicle from storage (Handling-out service):C.3.2.1 Reconnect battery cables. Charge battery if necessary. In the event the contractor determines the battery cannot be charged, or a vehicle is deemed inoperable due to mechanical failu re, the contractor shall make every effort to notify the member prior to pickup. If battery replacements and repairs are required, member is responsible for providing replacement battery and disposal of non-serviceable battery and paying for cost of mech anical repairs. C.3.2.2 Ensure cleaning materials are available for POV owners to clean exterior windshield and lights prior to departing the Storage Area upon redeployment. C.3.2.3 Inflate tires to manufacturers recommended specifications. C.3.2.4 Jointly with the member or authorized agent, record loss and damage identified during the acceptance of or the release from storage in accordance with paragraphs 4.1 and 4.4. C.4.0 VEHICLE INVENTORY: C.4.1 In conjunction with the member or members authorized agent, the contractor, at the time the vehicle is delivered to the storage facility, shall prepare an accurate, legible inventory (an original and three (3) copies), listing the following: C.4.1.1 Vehicle Identification Number (VIN), C.4.1.2. Make, C.4.1.3 Model, C.4.1.4 Color C.4.1.5 Body Type C.4.1.6 Year C.4.1.7 License Number and State C.4.1.8 Vehicle Mileage C.4.1.9 DD Form 788 Series (Private Vehicle Shipping Documents) or a similar form shall be used to annotate descriptive information and the condition of the vehicle being turned-in. This document will be signed by the Contractor and the vehicle owner or the authorized agent. The vehicle inventory shall show the Contractors name and mailing address, location of the storage site and the specific location where the vehicle is stored at the storage site, the vehicle owner or the authorized agents name, gr ade/rank, and social security number. A legible copy of the completed vehicle inventory shall be provided to the vehicle owner or the authorized agent at the time the initial inspection is completed. A legible copy of the inventory shall be retained by the Contract, and the original and remaining copy shall be furnished to the Contracting Officer. What about vehicle contents (trunk/glove box i.e. flash lights, spare tires, jacks, fluids/solvents/corrosives, tools, miscellaneous stuff, etc? C.4.1.10 When the vehicle is stored in a permanent location after all the turn-in documentation is completed, the Contractor shall disconnect the battery ground cable, ensure the vehicle is locked, and secure the keys for the vehicle in a secured locatio n that is identifiable to the location of the vehicle. C.4.2 The Contractor shall perform the following functions when returning POVs to the vehicle owner or the authorized agent. The Contractor shall be staffed to allow the return of up to 400 vehicles daily when the troops return from deployment, 24 hours a day, seven days a week, until the surge is completed at which time the Contractor, can reduce staffing to those needed for security of the remaining POVs, until such time as all POVs have been returned. When the storage contractor handles a vehicle out to the owner/authorized agent. The Contractor shall: C.4.2.1 provide two legible duplicate copies of the inventory to the vehicle owner or the authorized agent and shall in conjunction with the member or the members designate agent, perform a check of the POV in accordance with the original inventory, C.4.2.2 If, at the time the vehicle is released from storage, there is a difference in the condition of the POV from that listed on the original inventory, the contractor shall provide an exception sheet to the member or the members designated agent. C.4.2.3 The vehicle owner or the authorized agent shall annotate the exception sheet noting thereon any shortage, overage, or differing conditions, cross referenced to the original contractors inventory. C.4.2.4 If no new damage or loss is discovered, an exception sheet will be prepared stating, no differences noted, signed and dated by the warehouseman and member. C.4.2.5 In the event the opinions of the member and the storage contractors representative differ as to shortage and overage or condition, both opinions shall be listed on the exception sheet and separately identified as to source. Both the member or au thorized agent and the storage contractors representative shall sign and date the exception sheet, each retaining a legible copy for their files. The contractor shall also furnish a legible copy of the exception sheet to the COR or QAE when requested. T he contractor shall be liable for damage to the vehicle except as otherwise stated in the PWS. C.4.2.6 The contractor is liable in the event of a repossession of a POV. The contractor has full responsibility and shall comply with all applicable state and or federal regulations governing the release of a POV from the contractors storage area. C.5. STORAGE AREA REQUIREMENTS. 24 hours a day, seven days a week, The contractor shall maintain a locator record for all POVs. C.5.1 In the absence of any general or specific requirements or contract provisions, the services shall be performed in accordance with the best commercial practices. C.6. UNUSUAL OCCURRENCES. In the event that, after taking custody of a POV, the POV/s are stolen, lost or damaged during a theft, attempted theft, lost or damaged due to fire or water damage resulting from fire suppression, flood, earthquake, tornado, o r similar incident, or if the property is subject to the probability of loss or damage so that without preventative measures being taken, loss or damage is likely to result, the contractor shall immediately notify the COR or QAE by the quickest means of co mmunication. The Contractor shall take immediate action to protect the property from further loss or damage to the POVs and immediately notify the COR and Contracting Officer. The COR/QAE will conduct an investigation into the circumstances surrounding the incident. C.6.1 The contractor shall immediately, at its own expense, precede to inventory damaged vehicles. The contractor shall submit in writing, at no cost to the Government, within five (5) working days following the detection or occurrence: (1) a complete re port of the incident, in duplicate and (2) a report of the loss or damage to the vehicle listed on the inventory in duplicate, to the COR or QAE. Reimbursement if authorized by the COR, to the contractor for work done in conjunction with avoiding or mitig ating damages due to disasters covered by this provision, shall not exceed actual costs and shall include no direct or indirect element of profit to the contractor. Any such liability is subject to the availability of funds. The contractor shall maintain a complete record of all labor and material (by lot) used in carrying out these duties and responsibilities. C.6.2 LIABILITIES Whenever a change in business organization or corporate structure (e.g., stock sale or transfer, name change, officer change or sale) is anticipated or planned, the contractor shall notify the COR or QAE immediately, but in no event not later than 30 days prior to effecting the change. The contractor agrees to notify the COR or QAE, in writing, immediately when changes (e.g., bankruptcies, foreclosures, warehouse seizures, levies, search warrants, etc.) occur which may affect performance. C.6.3 The Contractor will not be responsible for mechanical breakdown or deterioration from which the contractor had no control. C.6.4 Provide a 30-day advance written notice to the COR or QAE in event of cancellation or any material change or reduction in the coverage. Upon cancellation of the present insurance policy, the contractor must provide evidence of continuing insuranc e to the Contracting Officer at least ten (10) days prior to cancellation date of present policy. C.6.5 In the events of unforseen weather conditions Acts of God In the event of unforseen weather conditions due to Acts of God (i.e. hailstorms), the contractor shall process and file a claim to the Government. The contractor is not required to cover these type of damages. Damages for such events are shall not be paid under the contract. C.8.0 CHARGES. The contractor will bill based on the actual number of vehicles stored and in accordance with the delivery order received monthly. C. 8.1 Storage charges are payable for a calendar month, except one-half months storage charge shall be paid on vehicles received for storage on or after the 16th day of a month and vehicles released from storage on or before the 15th day of a month. C.9 RESPONSIBLE MANAGEMENT AND OPERATION. Inspection records will contain evidence of good management and operational practice. Such evidence may be obtained through visual observation of the facility, equipment, files and personnel. Whenever a state or municipality requires a business firm to be licensed in order to operate a vehicle storage facility, possession of such license will be verified. The determination that approved contractors continue to possess good management and operational practices will be accomplished at least annually by the Contracting Officer or the Chief Personal Property, Fort Campbell, as appropriate. C.10. SPECIAL POV PROCESSING REQUIREMENTS. The Contractor shall provide, at no cost to the Government, the out-processing of POVs stored at the Contractors storage site to soldiers temporarily returning from deployment for activities such as Rest and R ecuperation (R&R), casualty assistance, and similar requirements and in-processing of these vehicles upon completion of the temporary redeployment. The Contractor shall continue to invoice the Government at a per vehicle monthly rate for this special requ irement for POV processing/storage.
