Description
The U.S. Army Engineering and Support Center, Huntsville, intends to award a contract to CCS, Spec Consultants, Inc., a small business, for courses in Specifications for Construction Contracts. It is anticipated that a Firm Fixed Price award execu ted in accordance with Federal Acquisition Regulation, FAR 13.5 and FAR 12 shall be issued. One base year with two option years. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Proposed instructors shall meet the educat ion and experience requirements shown below. This notice is not a request for competitive proposals. However, all proposals received not later than 2:00 p.m. Central Daylight Time, March 29, 2005, will be considered by the Government. It is the Offeror s responsibility to provide documentation clearly showing that it can meet the requirements shown below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the go vernment. This course provides information for preparing effective specifications for construction projects. The course covers principles of specification writing, procedures and techniques for writing specifications, and relationships of specifications to other el ements of the contract document. Services include minor revisions to existing course materials and the conduct of courses sessions at various locations throughout the United States. This course, Specifications for Construction Contracts, covers the following subject matter topics: a. Language of specifications/written communication; b. Organization writing and editing; c. sources of technical information; d. Procedures, methods, and techniques of specification writing and editing; e. Guide specifications and project development spe cifications; f. Contract clauses and contract interpretation; g. Relationship of contract drawings to specifications; h. Automated specification methods; and i. Regulatory considerations. The contractor shall provide a staff that is experienced in developing, revising, administering, and instructing short courses of instruction. Two qualified instructors shall conduct three sessions of this course during Fiscal Year 2005. Both instructors must be present in the classroom during the entire course. The instructor staff shall be qualified by experience in relevant subjects to perform the requirements of this statement of work. Suitability of the instructor teams experience will be determined by the following. 1. Work Experience: A. Each instructor shall have five years experience working with the Department of the Army (or similar agency) on the development, writing, and use of military specifications for us in construction contracts. B. Each instructor shall have five years experience working with the U.S. Army Corps of Engineers (or similar agency) in the interpretation and application of commercial specifications and contract clauses for use in construction contracts. 2. Instructiona l Experience: Each instructor shall have five years experience in providing educational services to the PROSPECT Program (or similar professional development program). Educational services are defined as developing/revising/updating course materials, te sts, schedule of instruction, and/or instructor lesson plans and teaching courses that contain the subject matter in paragraph 1.2. One course per year, teaching a minimum of two sessions for the past five years is considered acceptable experience. 3. C omputer-Based Specifications. One instructor shall be experienced in using computer-based specification systems that are available to the construction industry in CD-ROM and Internet formats. 4.
