Description
NAICS Code: 541620 SYNOPSIS The U.S. Environmental Protection Agency's (EPA's) National Center for Environmental Assessment (NCEA) is reviewing and, as appropriate, revising the EPA document, Air Quality Criteria for Lead, EPA-600/8-83/028aF-dF, published in June 1986, and the associated supplement (EPA-600/8-89/049F) published in 1990. The NCEA Office in Research Triangle Park, NC is seeking contractors who can provide expertise and written material for Chapter 2 titled, "Chemistry, Environmental Sources, Transport and Deposition of Lead," and Chapter 3 titled, "Routes to Human Exposure to Lead and Observed Environmental Concentrations," of the Lead Air Quality Criteria Document (AQCD). One purchase order will be awarded for Chapter 2 and 3. NCEA is under a very accelerated litigation-related time line to produce the first draft of these chapters by late June of 2005. Services required include: (1) preparation and submission of an expanded outline of the chapters a JQM/QAPP, and a list of the key studies; (2) participation in preliminary teleconference meeting for authors; (3) preparation of the draft for the peer-consultation meeting; (4) attendance at the peer-consultation workshop; (5) preparation and submission of written responses to comments from the peer-consultation workshop; and (6) review of public comments and attendance/participation in the CASAC meeting. Optional tasks include: (1) completion of the second external review draft (ERD) based on comments received and (2) completion of final draft based on comments received. Successful performance for this contract requires the contractor to have: (1) a strong publication record in the area of the section and chapter of the request for quotation; (2) service on the editorial boards of chemistry and/or environmental journals; (3) past experience serving on national or international research review and advisory panels; and (4) past leadership positions in an academic or ecological research facility.
