- Solicitation SP0100-04-R-0117 has been cancelled in its entirety. The subject requirement is being re-solicited under solicitation number SP0100-05-R-0063. Description: Boot, Hot Weather, USMC, Quantity: Minimum: 57,582 Pr; Maximum: 119,961 PR with four term options. Opts-Minimum: 45,000 Pr; Maximum: 119,961 Pr. Boot, Temperate Weather, USMC, Quantity: Minimum: 9,156 Pr; Maximum: 45,777 PR with four term options. Opts-Minimum: 13,233 Pr; Maximum: 66,159 Pr. Procurement will be issued on an unrestricted basis and will be evaluated under Best Value Procedures with the following evaluation factors: Product Demonstration Model (PDM), Experience/Past Performance, Management & Production Plan, Bill & Hold, Surge & Sustainment, Socio-Economic and Javits Wagner O?Day. The government will initially award multiple contracts. From those contracts, a minimum quantity will be purchased and for use by Marines in typical USMC operational environments (a ?Field User Evaluation? or ?FUE?, RFP Section C). The FUE will be disciplined and will be used to identify those contractors/products that best satisfy actual USMC needs. Upon completion of the FUE, the Government reserves the right to award one or more contracts. See the solicitation for a graphic depiction of the evaluation process. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
