- See DCC-W for Amendment 1 at https://www.kc.us.army.mil/dcc-w 1) In regard to the combined synopsis/solicitation released on March 11, 2005, solicitation# H9821005TECM1, is the solicitation considered an RFP or an RFQ? Also, I wanted to confirm that you anticipate the award in late March 2005. Anticipate award aroun d third week in April. 2) Is this a new requirement? (Yes). 3) Is there an incumbent contractor for this work? (No). 4) Question - What is the anticipated time frame for funding this project? Funding has been provided for the base year. Option years will be funded if the option is exercised and if funds are available as stated in solicitation. 5) Under the evaluation factor No. 3, please explain the statement the absence of past performance data will be given a neutral rating. However, we have employees around the metropolitan DC area providing accounting services to Government contracting comp anies, can we use these companies as a reference (past performance)? Yes, similar work previously done acceptable. Companies without prior Government experience are not penalized on their past performance ratings because of the lack of Government contract experience. 6) The timeframe between proposal due (3/25), award (?) and first deliverable (4/30) seems very tight. Can you please confirm this timeframe and discuss the thinking on how the first deliverable can be met in the timeframe? The first deliverable shall be submitted 30 days after contract award. 7) Could you give estimates of total dollars appropriated to the General Fund or dollar volume of transactions for fiscal years 2004 and 2003 This does not need to be disclosed in the SOW but can be found on the Defense Human Resources Web Site, which is www.dhra.osd.mil . 8) Will proposed personnel be U.S. citizens only? U.S. Citizens only 9) What kind of audit opinion did DHRA have in fiscal year 2004? (DHRA did not have an audit done in 2004. We had an evaluation team comprised of DHRA and DFAS personnel visit some of the main organizations within DHRA and review current procedures and p ractices. This was not an official audit but more of an internal evaluation). 10) For the technical proposal, is there any page limitation? There is no specific length restriction regarding proposals, however it is desirable for offerors to limit the Technical and Past performance Sections of the proposal to no more than 20 pages, 8 .5 inches X 11 inches, if double sided, that means 10 pages. Resume submittal shall be included in the 20 pages. 11) Is the above referenced Solicitation limited to GSA schedule holders or can any small business bid on the effort? This is open to small business non-scheduled holders as well. 12) Can we provide references for experience and performance of key staff in the absence of corporate past performance references? (Yes) 13) In a prime/sub relationship does the sub also have to provide three past experience/reference submissions? Yes, if the subs work is a substantial amount performed under this contract, a submission of past experience shall be included in the primes su bmittal. 14) DHRA financial data may be obtained form DOD or non-DOD sources. What is the financial system used by DHRA The financial system used by DHRA is the Defense Business Management System (DBMS) 15) Per the CFO Act of 1990, Federal Agency should submit annual reports to the Head Agency (DOD), could you please tell us when is the year end date, and which organization is currently auditing the financial statements of DHRA? (Public firm or Office of Inspector General) The year end date is 30 Sep. Currently, there is no organization that audits the financial statement of DHRA. 16) What type of transactions are reported in DHRAs General Fund accounts, and how often reconciliation of the General Fund account is performed Types of transactions posted in the General Fund accounts include Commitments, Obligations, Expenses, and Disbursements. General Fund accounts are reconciled on an ongoing schedule. We receive monthly statements for current year transactions and we also perform Tri-Annual reviews which include prior years. 17) Is a background check clearance required for any contractor personnel involved in the engagement? No background check clearance is required other than the normal checks performed by the company when hiring their employees. There is no need for a secu rity clearance. 18) Per Background information, existing financial systems do not interface, because designed for budget execution and funds control, and they do not record complete transaction-based accounting information. What is the corrective action plans applied in o rder to correct errors. The only corrective actions currently taken are to reconcile the monthly reports against memorandum record files. Errors are currently worked as they happen. The type of error will determine which corrective action is taken. De veloping corrective action plans are part of the main deliverable of this solicitation. ******************************************************************************** Summary of changes to H9821005TECM1 1.
