Description
With this announcement, the Chicago District Corps of Engineers issues a Pre-solicitation Notice for its Chicago Lock Control House project, located at the Chicago Harbor in Chicago, Illinois. The Contractor will be responsible for providing all of t he necessary facilities, plants, labor, transportation, materials and equipment to construct a new control building, to include providing electrical services and control modifications, and demolition and removal of two existing structures at the Chicago Lo ck. The new control building located on the north lock wall provides approximately the square footage of 4,660 of space that contains shop and storage areas, locker rooms and toilets, kitchen, office, electric room and control room. The building incorpor ates a cast-in-place pile cap on micro-piles, cast-in-place concrete and concrete masonry unit walls, exterior glass and zinc composite panel siding. New electrical service will connect the new control building with four existing control houses. The exis ting hardwired control logic and motor starter cabinets in the existing northwest control house will remain but the existing controls will be modified to accommodate programmable logic controller (PLC) based control so that the existing lock gates can be c ontrolled both from existing locations and from the new control building. Fiber optic cable will link a master PLC in the control room of the new control building to input/output I/O modules in each existing control house. Tests on structures to be demol ished and removed from site indicate existence of lead paint. The Classification Code for this procurement is North American Industry Classification System (NAICS) 237990 and is UNRESTRICTED to business size; the size standard in dollars is $28.5 Million. The U.S. Army Corps of Engineers intends to award a firm-fixed-price construction contract. The estimated price range for this project is between $1,000,000.00 and $5,000,000.00. The Invitation for Bids will be downloadable from the INTERNET ONLY. The pro ject specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Minimum system requirements are a 486 based personal computer, Microsoft Windows 3.1 or greater and 4 MB application RAM, 4MB hard disk space and compact disk drive. Interested Bidders can download the Invitation for Bid Package from Internet Site http://ebs.lrl.usace.army.mil/ebs/AdvertisedSolicitations.asp by clicking on the appropriate solicitation number. The solicitation will be available on the Internet on or about 11 April 2005. The due date for bids will be on or about 12 May 2005 at 2:00 p.m. Chicago local time.
