Description
The U.S. Army Medical Research Acquisition Activity proposes to negotiate with Calibre Systems Inc. of Alexandria, VA, on a sole source basis for the following service: provide an Activity Based Costing (ABC) Technician/Modeler to the Office of the Director, Resource Management (RM), Walter Reed Army Institute of Research (WRAIR) with experience (five or more years) in ABC modeling on a project basis to further build, develop, fully implement, and sustain the ABC model/Oros-based software database at WRAIR. Contractor shall be prepared to serve as the primary advisor to the WRAIR Commander and his staff on ABC issues. He/she shall prepare briefs, give presentations, and conduct benchmarking activities as required to the Director of RM and WRAIR staf f. Contractor shall establish working relationships with RM staff and administratie officers while obtaining a working knowledge of WRAIR and RM operations and procedures, the Command Budget Estimate, the Administrative G&A Spreadsheet, other financial st atements and reports and the Army/WRAIR accounting and budgeting information systems. Contractor shall be prepared to travel for the purpose of updating the WRAIR ABC model at CONUS (Great Lakes, IL; Brooks City Base, Fort Sam Houston, TX) and OCONUS (USA MRU-E Heidelberg, Germany; USAMRU-K, Nairobi, Kenya; AFRIMS, Bangkok, Thailand) detachments, currently scheduled for April to July 2005 timeframe. The anticipated period of performance is 11 April 2005 through 10 October 2005 (5 days per week/Monday throu gh Friday/8 hours per day/0800 to 1700). Travel on weekends to CONUS and OCONUS detachments may require a weekend departure and/or return date. Intend to award a firm-fixed-price purchase order. The procurement shall be under other than full and open co mpetition procedures in accordance with FAR 6.302-1(a)(2)(ii). This notice of intent is not a request for competitive proposals.
