Description
The NATO Supreme Allied Commander Transformation (SACT) has released a notification of intent to issue an Invitation for International Bidding (IFIB) concerning its plan to hire a contractor(s) to explore new concepts and emerging technologies in order to better manage the design, construction and maintenance of NATO Base Camps to be used by the Deployed Joint Task Force (DJTF)/NATO Response Force (NRF) Headquarters (HQ) during expeditionary operations and to facilitate the hand/take over of the NRF HQ at rotation. The experiment should consider the NRF missions and Minimum Military Requirements (MMR), NATO multinational environment and formations, the NATO member national laws and regulations, the possible scenarios, and the force protection requirements and common standards of construction (to include sewage, electric, water and power systems and CIS). Further elements to be considered are, force protection, lack of Host Nation Support (HNS), lack of availability of local contractors, the impact of international contractors employment, environmental issues, cost effectiveness and lessons learned. The deliverables will be a proposal on the design and construction of deployable base camps, which encompasses all the possible necessities of the different NRFs at a MMR, thus achieving maximum interoperability and cost effectiveness and recommendation of possible additional modules (or technologies) for the NRF/DJTF HQ base camp, including a strategy for continued improvement. This program will be funded by the NATO Military Budget Committee for an estimated $300,000 (1 year base period + 1 year options). Contract selection will follow established International Competitive Bidding (NCB) procedures. Partial Bidding is not authorized. ELIGIBILITY Eligibility includes companies which have performed similar contracts within the last five years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and possess at least a valid NATO SECRET level security clearance, have at least one bachelor-level degree from a recognized degree-granting institution, and have as a minimum of four years experience in a related field. IMPORTANT DATES AND DEADLINES A. Deadline to be placed on the bidder list: 17 April 2005 B. Anticipated Release Date of IFIB: 18 April 2005, available to download at: http://www.act.nato.int/budfin/rfpmain.htm C. Anticipated Bid Closing Date: 27 May 2005 PROCEDURES HQ SACT will email this IFIB to all potential bidders that have been properly certified and nominated to the bidder list by 17 April 2005. However, in order to be placed on the bidder list, a firm must first be certified and nominated by the national delegation with the required Declaration of Eligibility. ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO BE DEEMED ELIGIBILE TO BID. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. However, any interested firm may submit a bid proposal by the Bid Closing Date of 27 May 2005, provided HQ SACT also receives the required Declaration of Eligibility from their national government before that same date.
