Description
The California Institute of Technology's Jet Propulsion Laboratory (Caltech/JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), seeks responses to a Request for Proposal (RFP) for the acquisition of a spacecraft in support of NASA's New Millennium Program (NMP). BACKGROUND: The Space Technology 8 (ST8) subsystem technology validation mission, as a part of NASA's continuing NMP being managed by JPL, will require the acquisition of a spacecraft, consisting of a spacecraft bus integrated with a JPL-supplied payload, and ground operations/system services. In order to select a provider of the ST8 spacecraft and associated ground operations/system services, JPL will be issuing a Request for Proposal (RFP). NASA has competitively-selected four (4) subsystem technology validation experiments for the ST8 flight mission payload. The ST8 Project Office is responsible for competitively-procuring a spacecraft bus to accommodate the technology experiments. Mission operations and ground system services will be included as part of the spacecraft solicitation and any resultant subcontract. Given the cost constraints of the NMP ST8 project, modification to an existing spacecraft bus design is the anticipated approach. Although the ST8 mission represents the space flight validation of new technologies, this function will be entirely fulfilled through the technology experiment payloads. The spacecraft bus is not to incorporate new technologies. Some form of flight heritage or application of existing technologies will be required for all spacecraft bus components. The ST8 mission is co-manifested with the WISE mission on a Delta II with a targeted launch date from Vandenberg AFB, California, in December 2008. The mission requirements call for the flight system to be inserted into a sun synchronous elliptical orbit with an apogee above 1000 km altitude to provide a significant radiation environment for one of the ST8 experiments. The overall mission duration is planned to be six (6) months after completion of on-orbit checkout of the flight system. PRE-PROPOSAL BRIEFING: A pre-proposal briefing is planned for April 15, 2005 (two (2) weeks after the planned release of the RFP - location TBD). The RFP website will be password protected; therefore, access to this site will be provided only through the RFP Point of Contact representative identified below.
