- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. ****** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractor?s may submit a quotation. ****** The National Institute of Standards and Technology is seeking to purchase One (1) Ammonia Heat Pipe Blackbody Source (AHPBB). ***All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity One (1) Ammonia Heat Pipe Blackbody Source (AHPBB) which shall meet the following required equipment specifications: (1) Shall be an Ammonia Heat Pipe Blackbody Source with gas purging and enclosed in a well insulated housing mounted on a base plate; (2) To prevent freezing of moisture onto cavity surfaces when operating the blackbody below ambient temperature, the cavity shall be purged by dry nitrogen which is fed in into the cavity next to its aperture; (3) Temperature conditioning of purge gas to heat pipe temperature shall be automatically done by feeding the gas through a heat exchanger immersed in vapor space of heat pipe; (4) A flow meter with regulator valve shall allow rating of purge gas flow; (5) Calculated cavity emissivity shall be based on temperature distribution measurements at negative 5 degrees C and 50 degrees C with different aperture diameters: 75mm/0,99954; 50mm/0,99981; 30mm/0,99994; 10mm/0,99999; (6) Axial temperature gradient along cavity wall as per temperature distribution measurements, Set point/Delta T(0 -300mm)/Delta T(200mm -300mm): plus50 degrees C/1,3K/0,13K; negative 5 degrees C/1,7K/0,10K (0 > Aperture); (7) Uncertainty of radiance temperature of HPBB for 10 microns and 5 microns, Temperature PRT/Uncertainty at 10 microns/ Uncertainty at 5 microns: negative 20 degrees C/0,10K/0,13K; 0 degrees C/0,08K/0,08K; 20 degrees C/0,08K/0,07K; 50 degrees C/0,07K/0,07K; (8) Cavity inner diameter:75 mm Cavity depth:300 mm plus 120 degrees end cone, Working fluid: Ammonia, Operating temperature range: negative 50 degrees C to plus 50 degrees C, Aperture field stops: exchangeable, fit aperture (4 pieces), Opening diameter: 10 / 20 / 30 / 50 mm and (9) A one (1) year warranty is required. ******* The Contractor shall state the warranty coverage provided for the instrumentation. *******Delivery shall be provided no later than August 31, 2005 and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****** Award shall be made to the quoter whose quote offers the best value to the Government. Technical Capability, Past Performance, and Price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor Meeting the Requirements, 2) Past Performance and 3) Price. Technical capability, Past Performance and Price shall be considered of equal importance. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications and clearly documents that the product offered meets the specifications identified herein. Evaluation of Past Performance will be based on the information received from references provided.
