Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration NESDIS intends to negotiate with Satellite and Computer Systems, Inc, Tucson AZ on a sole source basis in accordance with the authority of 41 U. S. c. 53 (c) (1), only one responsible source. To provide services as a Physical Scientist/Satellite Data Collection specialist to provide support for the scientific and technical requirements of the GOES DCS operations and development projects. The propose contractor has provided services to the Mexican Government as a consultant for the formation of their GOES DCS Program. He has provided specialized consultant support for the Data Services Team. The Contractors knowledge of the GOES DCS ground systems (computers, software, management and customer interfaces) is unique. This includes knowledge of international DCS operations, high data rate modems, and transmission protocols and frequency management issues. The support includes the analysis and redesign effort for all GOES DCS management and user interfaces, and provides insights for coordinating development efforts for the new DAPS II computer system to be delivered in 2006. Participation in and making contributions to interagency technical groups concerned with the specification and redesign for GOES DCS management and customer interface systems that are to meet the user?s science and information management requirements. Coordinates with the Office Systems Operations and manufacturers in resolving Data Collection Platform related problems, and maintaining/improving customer service interface. The GOES DCS is a system for collecting and transmitting environmental data from remote platforms via government-owned and operated geostationary satellites. Users are comprised of many Federal, State, and Local Government agencies that have the requirement to monitor environmental and earth resources for a variety of applications. These applications include water reservoir management, river forecasting, oceanographic analysis, weather forecasting, and other highly variable phenomena where observation must be collected frequently and quickly. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 7-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
