- The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with the New England Aquarium Central Wharf to maintain and curate the North Atlantic Right Whale photo-identification catalog. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. The North Atlantic Right Whale Catalog, which physically exists at the New England Aquarium, is the foundation of much of the assessment and other research and management activities on this critically endangered population. Although the Catalog covers submissions of photographs and associated data from all right whale biologists in the North Atlantic, it was established by the New England Aquarium and this institution has always housed it and has been responsible for its curation. In order to facilitate analysis and management of this endangered species, it is not feasible for any other institution to catalog this data into any other database but where all the other data on this species currently resides. Since this unique repository of data exists in only one place, it not possible for any other institution to perform the required work under the proposed contract. This requirement shall include cataloguing and archiving of submitted photographs, as well as digital image scanning of existing and new photographs. The principal objectives of the task are to curate the existing collection of right whale photographs in the catalog; accession into the catalog all new photographs; match new photographs with the existing catalog to identify previously sighted and new individuals; archive all associated sighting data; and submit a matching report to photo contributors as soon as matching is completed. The period of performance shall be from May 1, 2005 through April 30, 2006. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by April 7, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
