- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) E000767 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. The North American Industry Classification (NAIC) is 421120 and the business size of 500 employees. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. The solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities website http://fedbizopps.gov. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract for Brand Name or Equal. The Government?s requirement is for the following items: Manufacturer: Mobile Electric Power Solutions, Inc., (MEP)-Twenty Two (22 each) MEP 7.5Kw Generator System 120V A/C +/- 3% THD pure sine wave Includes: 20' power cable, operator remote panel, user manual, ignition kit; Nine (9 each) MEP 6Kw Generator System 120V A/C +/- 3% THD pure sine wave Includes: 20' power cable, operator remote panel, user manual, ignition kit; Thirty One (31 each) Mounting Bracket Kit; Thirty One (31 each) Enhanced Throttle Controller; Thirty One (31 each) External (weather resistant box); Twenty Two (22 each) 3000 W AC Inverter - MHI 12V Input-MIL Grade 30 Amp Auto transfer relay - 105 Amp Battery charger - pure sine wave; Twenty Two (22 each) 200 Amp Battery Separator Solenoid; Forty Four (44 each) Auxillary Battery (AGM) Odyssey Dry Cell; Forty Four Battery Boxes; Twenty Two (22 each) Metal Enclosures (ventilated); Twenty Two (22 each) Auto Eject Shore Power Outlet 20 Amp; Thirty One (31 each) Miscellaneous wiring and components for hardware application providing, Single internal 4 gang outlet and Single external 4 gang outlet; Twenty Two (22 each) 50' Battery Cable, terminals, wire loom; Installation. In order to considered, non MEP products must be of the same relative size and weight. The generator or alternator unit must not occupy a volume greater than 10% of the vehicles original alternator. Competitive units must not require extensive reconfiguration of the vehicles engine bay. Competitive units must be capable of providing previously delineated power requirements when the vehicle is in motion, while stationary engine running, and while stationary engine turned off via battery back-up for extended periods. In the event of alternator/generator failure, the vehicle must be able to be returned to an operable status by the vehicle operator who is possessed of basic mechanical skills and common tools in a timely fashion from an austere field environment, where no mechanics are available. All bids include the understanding that all major systems and subsystems (with the exception of power outlets and system controls) are to be mounted on the exterior of the vehicle ( within the engine bay or beneath the vehicle). All such subsystems must be adequately protected from the elements with the understanding that all vehicles are 4 wheel-drive and are utilized in austere off highway situations. The generators will need to have shore power capabilities at 120V minimum. The above listed characteristics are intended to be descriptive, but not restrictive. Unless visibly marked, that the vendor is quoting an equal product, the offered item shall be considered the brand name product as referenced in this announcement. If quoting an ?or equal? product, the vendor shall submit detailed specifications with their quotation for evaluation purposes. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 4:00 PM ET, April 18, ,2005, quote clearly marked RFQ E000767, Attention: Mabel Comfort, Room 6875. Fax quotes will be accepted, and in fact, are encouraged at (703)339-2750, Attention: Mabel Comfort. No hand carried proposal will be accepted. The Standard Commercial Warranty is one year. FOB: Destination, FBI, ERF Bldg., Quantico, VA 22135. If offering an ?equal? product, the brand name of the product furnished shall be clearly identified on the quote. The evaluation of the quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and responsible to the purchasing activity. Vendors are hereby notified that if your proposal is not received by the date/time stated above, your quote shall be considered late. The following clauses and provisions are incorporated be reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) provision 52.212.1, ?Instruction to Offeror-Commercial Items? (OCT 2000); FAR provision 52.212-2, ?Evaluation-Commercial Item? (JAN 1999); FAR clause 52.212-4, ?Contract Terms and Conditions-Commercial Items (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items? FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999), is tailored to read as follows: All responsible vendors may submit a quotation which, if timely received, shall be considered by the FBI. The Government will award a contract to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers (i) price and (ii) past performance. The Government reserves the right to award without discussions.
