- OPEN-ENDED MULTI-DISCIPLINARY ARCHITECTURAL AND ENGINEERING SERVICES, SOLICITATION RFP 247-0214-05, DUE; April 19, 2005, POC; Jewell Lee (706) 733-0188 ext 7730. The VAMC, Augusta, Georgia is advertising for an Indefinite Delivery ? Indefinite Quantity, multi-discipline contract for architectural-engineer services at the Ralph H. Johnson, VA Medical Center, Charleston, SC and associated outpatient clinics located in Beaufort, SC, Myrtle Beach, SC and Savannah, Georgia. The selected A/E firms shall provide professional A/E services for various disciplines as required. DESCRIPTION: A/E services shall include, but are not limited to mechanical, electrical, architectural, structural and civil. The contract will be a firm fixed price/indefinite quantity type. The duration of the contract will be for one base year and two one-year option periods from the date of initial contract award. The anticipated commencement date is July 1, 2005. The total amount that may be awarded under this contract (including the option periods) will not exceed $250,000.00. Individual task orders shall not exceed $50,000.00. The minimum guarantee is $5,000.00. The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to workload and /or satisfaction of the A/E?s performance under the resultant contract. The following evaluation criteria will be used during the A/E selection process: (1) specialized experience of the firm to perform the work required; (2) Control of schedule/cost/estimating effectiveness of 10 most recent projects; (3) Past performance; (4) Specific experience and qualifications of the proposed personnel assigned to the Project Design Team; (5) Geographic location of the firm?s working office must be within a 40-miles radius of Charleston, SC (6) Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design; (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperation, and (8) Record of any claims or litigation against the firm. All construction drawings must be provided in AutoCAD 2005 format or previous version. One or more contracts may be awarded as a result of this solicitation. The NAICS Codes are 541310 and 541330 and the small business size standard classification is $4,000,000.00. This solicitation is issued under the provisions of the Small Business Competitiveness Demonstration Program (PL 100-656). It is 100% set-aside for 8(a) certified firms. In the event responses are not adequate to establish competition in accordance with the Brooks Act (3 or more qualified firms establishes adequate competition), the procurement will become set aside for small businesses. Responses are being accepted from both 8(a) and small business firms. If adequate competition can be established within the 8(a) arena, this procurement will be set-aside for the 8(a) program and the small business responses will not be evaluated. The resulting contract(s) will include a base year and two (2) option years. Interested firms are to submit SF 330 to Chief, Network Logistics Office (10N7/NLO), ATTN: Ms. Jewell D. This is not a request for proposals and no solicitation package or bidder/planholders list will be issued. Telegraphic and/or Facsimile submittals of SF 330?s will not be accepted. Site Visits will not be permitted during the submittal period. In accordance with FAR 52.204-7 all firms must be registered with the Central Contractor Registration (CCR) prior to any award of a contract.
