- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-0439. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-02 and DFARS Change Notice 200502323. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The NAICS code i! s 423460 and the Small Business Standard is 100 employees. The government intends to acquire on a competitive basis the following item: CLIN 0001-2 each, Spotting Binoculars, Hand Held thermal imager, P/N MILCAM-RECONIII-LOCAT in accordance with the attached Description/Salient Characteristics: The Spotting Binoculars will be used for long range day and night observations. The operations supported will include day and night live fire combined arms exercises. The bidder shall be required to provide commercial off the shelf equipment that meets the salient characteristics and performance requirements as stated below. 1. The binoculars shall have a digital magnetic compass accurate to .5 deg in azimuth and elevation, GPS with standard GPS accuracy, and eye safe laser range finder integrated into the unit. This is required for the Range Safety Officer to accurately identify impact points of ordnance on/off target, pinpoint reporting of positions of friendlies and positive ID of target positions. Any software required by the binoculars or processing unit shall be provided. 2. The units shall incorporate thermal imagery to allow the Range Safety Officer to provide safety surveillance of the unfenced bombing areas that civilian intruders could enter and impact spotting around the target areas for night bombing. 3. The units shall be hand held for use at various locations and tripods shall be provided for added stability when needed. 4. The binoculars shall provide range detection at a minimum of 3.5 km for personnel and 8.5km for vehicles for accurate identification within the limits of the range?s operating area day or night. 5. The binoculars shall provide range recognition at a minimum of 1.75 km for personnel and 3.5 km for vehicles for accurate identification with the limits of the range?s operating area day or night. 6. The binoculars shall have at least two fields of views (FOV), at least 14 deg Horizontal to allow wide angled viewing or increased accuracy at longer range with a FOV not less than 2 deg Horizontal. The binoculars shall have a LCD display with minimum resolution of 800x600 pixels for acceptable viewing in the confines of the on range observation tower or in the field. The binoculars shall have a split screen capability to show both wide and narrow fields of view simultaneously to ensure the observer can zoom in on an event without missing some action in other areas of the range. The binoculars image shall be viewable instantly when power is turned on for added flexibility by the observer and allow battery conservation by leaving the unit off when not in use. 7. The binoculars shall have the capability to output NTSC standard and S-video, accept an external GPS antenna, and provide a serial link for an external processing device. An external display and recorder shall be provided to allow for review of events. All necessary cables for operation of the unit shall be provided. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing the Spotting Binoculars. Delivery is 30 days ARO. Place of delivery is Quantico, VA.
