Description
The Naval Research Laboratory intends to contract on an other than full and open competitive basis with SeaSpace Corporation for a satellite receiving system capable of acquiring both X- and L-band satellite telemetries. SeaSpace Corporation, is the only known provider of satellite receiving ground stations for Ocean Color Monitor (OCM) acquisition and the processing software for OCM data. Due to an exclusive agreement between SeaSpace Corporation and the Indian Space Agency?s commercial group Antrix, the OCM processing software is integrated within SeaSpace?s own satellite processing software and is not available through any other known vendor?s software packages. See note 22. Response time denoted in note 22 is revised from 45 to 15 days.
