- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with YSI, Inc. 1725 Brannum Lane, Yellow Springs, OH 45387, for a acquisition to upgrade three (3) multi-parameter water quality sondes (YSI 6000UPG) to YSI model 6600EDS, designed for extended deployment in marine/estuarine waters, to measure conductivity, temperature, depth (shallow - to -30'), ph, dissolved oxygen, chlorophyll "a" fluorescence and turbidity simultaneously at programmable intervals, or in continuous cast mode, all sensors periodically cleaned by automatic wiper mechanism; dissolved oxygen probe of modified Clark "rapid-pulse" polarographic design, units capable of extended deployments (exceeding 60 days), internal battery power, large data storage capacity in "flash" memory (retain data even if battery power is exhausted); sonde(s)and cable(s)must interface with and transmit data monitor (handheld field computer); assorted calibration supplies, connectors, cables, carry cases, and supply one 91) YSI-650 MDS field data recorder/display, equipped with high memory option and barometer. Equipment must be compatible with extant EPA equipment (YSI6600EDS, YSI6600, YSI6000UPG data sondes) and download data diles to existing Yellow Springs Instrument (YSI) DM-160 (And/or YSI 650 MDS) data monitors, and provide data in a compatible format with existing data output (YSI EcoWatch Software). The EPA has identified YSI Inc. the only vendor capable of satisfying requirement . In order to maintain consistency and scientific validity. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source (s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
