Description
LAKE CUSTODIAL SERVICES BIGHORN CANYON NATIONAL RECREATION AREA General Requirements Bighorn Canyon National Recreation Areas has a requirement for custodial services at Ok-A-Beh Marina area and boat-in campgrounds/docks located at Box Canyon, Dry Head Canyon, Day Board 9, Black Canyon, and Medicine Creek campgrounds, all located in the North District of the Park. Required services are as follows: Ok-A-Beh Marina Area: Areas to be cleaned at least daily, more if necessary. Contractor shall provide required services at a minimum impact to the visiting public. Marina Comfort Station: Custodial work at the comfort station will consist of daily cleaning of restrooms, washing of windows, walls, doors, and fixtures, moping floors, emptying of trash cans, restocking towel, tissue and soap dispensers, clean water fountain, and general cleanup of area surrounding vault, parking lot area, sidewalks and placing trash in bear proof dumpsters, and other miscellaneous services. Upper Parking Lot Vault Toilet: Custodial work at the upper parking lot vault toilet will consist of daily cleaning of restroom fixtures, moping of floors, washing of walls, doors, and fixtures, restocking towel, tissue and soap dispensers, emptying of trash cans and general cleanup of area surrounding vault, parking lot area, sidewalks and placing trash in bear proof dumpsters. Fish Cleaning Station: The fish cleaning station will be cleaned as needed. Work includes; scraps being removed from grinders, cutting boards wiped down, and disinfecting the cutting boards, stainless steel basin area, and disposal units, sweeping and washing down of floor in the enclosures, and general cleanup of any garbage or debris surrounding station, sidewalks, parking lot area and placed in dumpster. Swim Beach: General cleanup of swim beach area, to be kept in a safe and healthy condition for public swimmers. Lake boat-In Campgrounds/ Docks: Contractor will be required to furnish their own boat and gas. The boat shall be capable of hauling up to 100 pounds of garbage. They will be responsible for any repairs or replacements to their own equipment. Work will consist of cleaning floating comfort stations, restocking of restrooms, emptying of trashcans, cleaning of fire rings, and general litter cleanup of camping sites. All garbage and/or trash must be carried back to Ok-A-Beh Marina for disposal in garbage dumpster. Boat in campgrounds must be cleaned regularly and daily during weekends of high visitation use. It is estimated that the areas will be cleaned 3-7 times per week. Contractor must be on site and available to respond to cleaning requirements that arise within a one hour response time. The following boat-in campground/docks are included in the contract: a. Box Canyon b. Dryhead Canyon c. Black Canyon d. Day Board 9 e. Medicine Creek SUPPLIES The Park Service will supply all: 1. Cleaning supplies needed to complete custodial work. 2. Paper products and garbage bags needed to restock restrooms. 3. Brooms, mops, buckets or other small tools or equipment. The contractor shall furnish his/her own boat, boat gas, boat oil, and boat maintenance. The boat shall be maintained in good operating condition and capable of traveling up to 75 miles per day and hauling up to 100 pounds of garbage to Ok-A-Beh Marina. Contractor shall comply with US Coast Guard and State boating laws. CONTRACT PERIOD The performance periods for contract are: Original Contract period May 14, 2005 through September 12, 2005 Option Year One May 13, 2006 through September 11, 2006 Option Year Two May 12, 2007 through September 10, 2007 Option Year Three May 17, 2008 through September 13, 2008. Option Year Four May 16, 2009 through September 12, 2009 These dates are approximate and may be adjusted depending on lake water conditions and visitor use. This project is subject to the Service Contract Act. Estimated price range for this project is between $100,000 and $250,000. NAICS: 561720, P&S: S201. This solicitation will be available only on the Department of the Interior (DOI) website at http://ideasec.nbc.gov O/A March 29, 2005 and will close O/A April 19, 2005 at 05:00 pm MST, unless extensions are issued in an amendment. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) quality of work on similar projects, 2) past performance; reliability and responsiveness on previous contracts, and 3) price. All evaluation factors other than price or cost, when combined, are approximately equal to price or cost. This solicitation will be for the basic requirement and four optional years. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. Award of options will be made pending availability of funds.
