- Solicitation number SP0450-04-R-0786, LTC03266014598, NSN 5365-01-172-3587, Shim, Retention Plate, Tail Rotor; an "Export Control" Technical Data Package (TDP)exists for this NSN. Technical data will only be released to contractors authorized/certified by Defense Logistics Service Center. Certified Requestors should submit TDP requests to DSCR via internet. The internet address is http://www.dscr.dla.mil/tdmd (all in lowercase, please). If certification is required, request a DD Form 2345, Military Critical Technical Data agreement, from Defense Logistics Services Center, DLSC-FBA, Federal Center, Battle Creek, Michigan 49017-3084. www.dlis.dla.mil. First article testing applies. See CDRL 011723587 dated NOV 2002. Attachments detailing government first article testing and/or production lot testing and/or technical requirements package to include CDRL Form DD 1423 apply. Access attachments on DSCR website. www.dscr.dla.mil/qap/cdrls.htm. Find CDRL under applicable NIIN. This is a critical application item. Solicitation is a 100% small business set-aside, full and open competition after exclusion of sources. Solicitation will result in a Firm Fixed Price Indefinite Quantity Contract for a base year with four one-year option periods. Base year Estimated Annual Demand (EAD) is 12,028 ea, option year EAD is 3,456 each. Stock delivery to SNG, New Cumberland, PA and AQ5, Tracy, CA will be FOB Destination with Inspection & Acceptance Origin. QAP 004 applies. Pricing will be for stock lines. Requested delivery is 58 DARO for stock. There is a surge requirement for this NSN. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation will be issued on 26 December 2003, with a closing date of 26 January 2004. A copy of the solicitation will be available via the DLA Procurement Gateway at http://progate.daps.mil/home on the issue date cited in the RFP.
