- The National Transportation Safety Board (NTSB) is issuing a notice of intent to negotiate a contract with the National Academy of Science (NAS) National Research Council's (NRC) Aeronautics and Space Engineering Board (ASEB) for on-call support for specialized technical expertise in support of NTSB accident investigations. The proposed contract is for services for which the government intends to solicit and negotiate only with NAS under authority 41 U.S.C. 253 (c)(1) as implemented by FAR 6.302-1. Congress established NAS in 1863 (36 U.S.C. Sec.253) to be an advisor on scientific and technological matters. The NAS is uniquely qualified to assemble scientific and engineering expertise of the highest reputation from the public and private sectors to address, with independence and objectivity, the specific issues that may arise during an NTSB accident investigation. These experts serve pro bono. The NTSB anticipates award of an Indefinite Delivery Indefinite Quantity type contract for a base year with up to four (4) option years. NAICS---541330.
