SUSPENSE IS COB 30 MAR 05.**** This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to develop realistic structural fire search augmented reality simulation training for the Louis F. Garland Fire Academy, located at Goodfellow Air Force Base, TX. Goodfellow Air Force Base is located in Tom Green County, on the southeast side of San Angelo, TX and is bounded to the north by Highway #388 (Paint Rock Rd), to the west by Fort McKavitt Rd and Bell St/Christoval Rd, to the south by Highway #1223 (San Antonio Hwy) and to the east by the eastern city limits. Work location is at the Louis F. Garland Fire Academy, Bldg 3453. Develop a high fidelity augmented reality system providing realistic, three-dimensional images of a two-story search trainer under smoke and fire conditions. The training model should be able to produce computer-generated hazards superimposed onto, and also anchored to, the real world. The simulation should also include sound inputs consistent with the computer-generated hazards. Software should be such that it provides the user with the ability to modify inputs with regards to the degree of fire, smoke, and the subsequent effect on the visibility the student has. The user should be able to determine locations of simulated fires and smoke and these simulations should be anchored into the real world picture seen by the student. The system should modify the standard self-contained breathing apparatus (SCBA) mask to be outfitted with an augmented reality (AR) display. This modified SCBA mask with AR display must be able to communicate with the AR system via wireless communications. This will allow the students to move around within the trainer with their partners with no hindrance. The system will be run by an instructor/operator station to set up, control, and modify individual and team training scenarios in the search trainer. The system will primarily provide AR support to two objectives. The first objective requires that the students, while wearing PPE and SCBA and observing all safety precautions, perform primary search procedures as a team member removing two victims from the structure, within 30 minutes, with at least 25 of 26 evaluation elements performed correctly. The second objective requires that the students, while wearing PPE and SCBA and observing all safety precautions, perform disoriented fire fighter procedures as a team member and exit the structure within 10 minutes, with at least 7 out of 8 evaluation elements performed correctly. The AR system should be flexible enough that the software can be modified to use the system in other rooms and allow for the use of other hazards to include chemical spills, biological contamination, nuclear/radiological accidents, and poison gas. Contractor shall work mutually with the 312th TRS and 17th Training Support Squadron (TRSS) during implementation and testing, and provide technical support to the 17 TRSS for maintenance and upkeep of the simulation. Contractor shall provide technical support during all phases of the project. At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Be advised that funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
