- TACTICAL THIGH HOLSTER (TTH) The Product Manager-Soldier Equipment (PM-SEQ) at the Natick Soldier Center, Natick, MA is conducting a market investigation to identify domestic products, suppliers and manufacturers of a device, which will allow the standard M-9 pistol, to be carried in various locations on the Soldiers individual equipment. This device may be one item, or a modular system that has components that will perform in climates according to Army Regulation 70-38 (full range of climates). The Holster must be a commercial off the shelf (COTS) item that will not require additional research and development. Critical Requirements: The Holster shall be allow the user to carry the M-9 Pistol in the following configurations. 1) Standard M-9 pistol. 2) M -9 pistol, with Removable Rail. 3) M-9 pistol with removable rail, and Integrated White Light Laser Pointer (ILWLP) attached. The IL WLP system consists of a removable rail, which attaches directly to the standard M-9 pistol. The rail supports a light module. Insight Technologies Incorporated, Londonderry NH, manufactures the rail, and light module. The Tactical Thigh Holster will allow the Pistol and light system to be carried in the following locations. (1) Carried in a mid thigh (Drop Leg) position. (2) Shall attach to all current Load bearing equipment i.e., ALICE, MOLLE and Law Enforcement Ensem ble. (3) Shall be capable of being supported on the waist belt of the wearers clothing. (4) The Holster must be easy to attach and detach from the wearers equipment in all kinds of weather and field conditions. (5) Must be adjustable to allow optimum pla cement of the weapon on individuals of various heights. (6) Must be ambidextrous. In addition, the Holster shall also be compatible with all cold weather clothing (i.e., Extended Cold Weather Clothing System (ECWCS)), and Joint Service Lightweight Integra ted Suit Technology (JSLIST). The design of the Holster must maximize soldier safety, comfort, and user acceptance. The Holster shall have a minimum service life of 120 days and have a minimum shelf life of 3 years without being affected by mold, fungus, rot, etc. The Holster shall resist degradation to the material fibers by POL products to include all diesel fuels, gas, oils and weapons lubricants. Sample Holsters can be submitted in black, OD green, coyote brown, or desert tan. Production models mu st be Foliage Green (FG 504). The Holster shall not require any special logistical considerations, care, and storage. Any instructions required would be published in a single sheet instruction that, if possible, can be sewn to the item or at least contai ned in packaging. All safety hazards associated with the operation, maintenance, transportation, storage, and handling of the Holster shall be eliminated or reduced to an acceptable risk level. Any potential health hazards shall be identified. Intereste d firms are requested to submit information on their product(s) within thirty (30) days following the publication of this synopsis. Interested sources shall include information detailed in the CBD Note 25 regarding a firms experience, personnel, and faci lities. Information should include, but not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodology (e.g. ASTM, UL), certification/compliance (NFPA, ANSI/OSHA), material identification, and MSDS), illustrations and designs, color availability, warranty terms, relevant company background/experience, ISO 9000 certification, and any other information that the company believes demonstrates the value of their product(s) and ability to meet the req uirements. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples.
