Description
The VA Puget Sound Health Care System intends to negotiate a sole source procurement with the Puget Sound Blood Center and Program (Northwest Tissue Center) 921 Terry Ave Seattle, WA 98104-1239 for Blood and Blood Products for the VA Medical Center; 1660 S. Columbian Way, Seattle, WA 98108. This procurement is based on the determination that the government’s minimum needs can only be satisfied by one source. This procurement is authorized in accordance with FAR 6.302-1 (a) (2). Contractor must be able to provide all necessary blood and blood component services, emergency and non-emergency, to eligible beneficiaries of the Department of Veterans Affairs. Blood shall be 100 percent volunteer blood from a blood bank meeting all national and state laws, certifications and requirements including registration and license from FDA, Dept of Health and Human Services, American Association of Blood Banks, CAP, CLIA, and all other governing criteria to assure safe blood products and related services. Blood and Blood components shall be suitable for transfusion, in suitable containers, and delivered FOB destination within consignees premises in quantities and at such times as may be required. Delivery time is critical and may be required with as little as thirty-minute notice, not to exceed two-hours for delivery. A firm fixed-price contract is anticipated. Contract period is 06/01/05 thru 05/31/06 with two (2) one-year options to extend. This synopsis is not considered a request for proposal or quotation and no solicitation document is available. This notice will be solely used to determine if an alternative source is available. If no affirmative written response is received within 10 days after date of publication of this synopsis, award will be issued without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
