Description
The United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Information Technology Services (ITS) intends to negotiate and award a sole source, fixed price contract utilizing simplified acquisition procedures, which will be awarded to Fishnet Security Systems of Kansas City, MO for renewal of maintenance and support for the Nokia firewall appliances and associated Checkpoint and Firemon software subscriptions and support. The USDA requirement is for a single point of support of firewalls in the ITS Web Farm, which are key components critical to the mission of the Service Center Agencies. Failure to have support for all firewall components from a single vendor will put the web farms at risk by not allowing for a single party to be responsible for all problems. Fishnet Security, as the maker of the proprietary software, Firemon, is in a unique position to provide the integrated support of all three components (Nokia, Checkpoint, and Firemon). Due to the proprietary nature of Firemon, no other vendor can provide support on all three components. Using multiple vendors has proven unsatisfactory in the past. The additional time that would be needed for multiple vendors to troubleshoot a problem would put the mission critical applications hosted in the web farm at greater risk. Purchasing support from another vendor would not be cost or time effective. The period of performance for this requirement will be April 1, 2005 through March 31, 2006. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, and the test program outlined in FAR 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This non-competitive action will be awarded under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 26. NAICS code is 541519. This notice is not a request for competitive proposals. Responsible sources who are interested in this procurement may respond by providing clear and convincing information that identifies their capabilities to provide support for all three components. Payment for these services will be made monthly, IN ARREARS. Inquiries will only be accepted by email to the contact person listed above. Responses shall include relevant pricing and service information.
