- The U.S. Army TACOM, Picatinny Center for Contracting and Commerce, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources to fabricate, test and deliver up to an additional quantity of 43,000 each M212 Aircraft Countermeasure Flares (Army & other services) over a one (1) year period of time, subject to the availability of funds. These flares are an integral part of the Advanced Infrared Countermeasure Munition (AIRCMM) Solution, and the AIRCMM is essential to provide Army aircraft protection against advanced air-to-air and surface-to-air infrared weapon systems. These flares will be manufactured to fulfill an ongoing need for Operation Enduring Freedom and Operation Iraqi Freedom. Since these flares are to fulfill a current requirements, the contractor must be able to meet an expedited delivery schedule. ATK Thiokol is the developer and current producer of this flare. They have the necessary equipment and skills to produce these flares to meet our delivery schedule requirements. They have produced approximately 46,000 flares to date under two (2) current contracts. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested parties are requested to provide information regarding relevant capabilities and manufacturing experience, including a brief summary of their company’s capabilities in manufacturing and testing. All responding sources should submit their responses no later than April 11, 2005 to U.S. Army TACOM-Picatinny, Attn: Ms. Carolyn Schwierk, Contract Specialist, Picatinny Arsenal, NJ 07806- 5000.
