Description
The US Army Tank-automotive and Armaments Command – Picatinny Center for Contracting and Commerce in support of the Office of the Program Manager for Combat Ammunition Systems (PM-CAS) is conducting a market survey to identify sources to Load, Assemble, and Pack (LAP) the following 105mm ammunition. (1) 105mm High explosive, High Fragmentation PGU-45/B Crimped Cartridges; (2) 105mm High Explosive PGU-44/B Crimped Cartridges; and (3) 105mm Inert/w Supplementary Charge Target Practice PGU-43/B Crimped Cartridges. The current plan is for a base production of approximately 14,300 PGU-45/B in FY05 with option quantities in each year from FY06 through FY09 (total approximately 52,000 cartridges). For the PGU-44/B production options in FY07 and FY09 (total approximately 12,500 cartridges) and production options for the PGU-43/B in FY06, FY08 and FY09 (total approximately 23,000 cartridges). With respect to the PGU-45/B the contractor will not only be responsible for LAP but also will be responsible to acquire the Metal Parts, the Cartridge Case, the Nose Plugs, and the Primer. With respect to the PGU-44/B, the government will provide, from current Army stockpiles, fully loaded M1 cartridges that require the contractor to disassemble, inspect, x-ray, replace cartridges cases and primers with new contractor acquired cartridge cases and primers, and LAP/Crimp rounds to the new configuration. With respect to the PGU-43/B, the government will provide, from current Army stockpiles, fully loaded M1 cartridges that require the contractor to disassemble remove the Comp B fill and refill with inert filler, replace cartridge cases and primers with new contractor acquired cartridge cases and primer and LAP/Crimp acceptable rounds to the new configuration. The Crimped cartridges of all three configurations are required to pass a bullet pull test as part of the acceptance. Firms with experience in melt/pour of Comp-B explosive and LAP of large caliber artillery projectiles should provide, at no cost to the Government, a summary of their firm’s capabilities within the time period established above. Information should include experience in LAP, inspection, test and necessary equipment, facilities, tooling and materials (including packaging and palletization material). A qualified source should possess the capability to melt/pour and LAP 105mm cartridges with Comp-B and meet necessary inspection processes (x-ray and sectioning), and be able to self facilitize. Firms with the experience in the areas cited above should provide a summary of their company’s capabilities including a description of facilities, personnel and past experience to meet this requirement by 11 April 2005. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code.
