Description
Notice of Intent to procure on a Sole Source Basis with MORI-KO, for estimation of mean length at age and fishery rates for Chinook Technical Committee model. The U.S. Commissioners of the Pacific Salmon Commission signed a Letter of Agreement (LOA) in June, 1996 that established a new abundance based management (ABM) approach for managing the chinook fishery in Southeast Alaska. The LOA included assignments of new data collection and analysis tasks to the Pacific Salmon Commission’s Chinook Technical Committee (CTC). The U.S. Commissioners recommended to Congress that the funding required to carry out these tasks be provided to (PSC) state and tribal fishery managers. The U.S. PSC Commissioners annually invite fishery management agencies, tribal management groups and contractors with specific analytical skills to submit proposals for funding that would provide new information required for chinook (ABM) management implementation. They also directed the U.S. CTC to intensively review these proposals to determine if they met ABM needs and are technically sound. The CTC has identified a critical need for information regarding the estimation of length at age and fishery harvest rate for use in their Chinook Model and have recommended that MORI-KO, LLC be awarded a contact to conduct this work. Based on the U.S. CTC and U.S. PSC Commissioner’s recommendations, MORI-KO, LLC should be the sole source contractor for this study. The Principle Investigators available to MORI-KO to conduct this work have extensive experience in the construction and development of the CTC Chinook Model dating back to its inception. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency.
