Description
This is a combined commercial synopsis/solicitation, supplemented with additional information included herein. This announcement constitutes the only solicitation for quotes, as a separate written solicitation will not be issued. The Department of Homeland Security (DHS)/FEMA has a requirement for hotel/motel rooms for up to 100 training course participants attending (3) NIMS for the Fire Service & Emergency Medical Service training course deliveries. DHS/FEMA has scheduled three (3) courses to be held May 22-27, June 26 - July 1, and July 24-29. Students will require lodging beginning the day prior to each course start date, and ending on the day after the last course day of the first two offerings which will require (6) nights lodging, however, lodging will be ending on the last course day of the third offering requiring only (5) nights lodging. The Government procures lodging to insure the availability of rooms for a large number of people at the same location in order to receive at a minimum, the Government rate in accordance with the Federal Travel Regulations. The hotel/motel shall be in compliance with the Hotel/Motel Fire Safety Act. Requirements are as follows: 1) Reserve (100) single rooms for training participants for each of the three (3) courses scheduled. Rooms shall be offered in accordance with lodging rate listed in Federal Travel Regulations, or lesser price for the location of within (25) miles of the National Emergency Training Center in Emmitsburg, MD, or based upon the cost listed for your facility location within the (25) mile area if other than the rate listed for the Emmitsburg MD area; 2) The hotel/motel shall hold the (100) rooms until five (5) days prior to each course delivery. Any rooms not reserved at that time shall be released. The hotel/motel shall honor standard cancellation policy regarding any cancellations and any billing policy for no-shows, that no-shows will be billed for the date that would have been the date of check-in only; 3) Participants will call the hotel/motel at least five (5) days prior to the course delivery to reserve their room. Callers will identify themselves as participants (students) in the NIMS training course, and give the hotel/motel the dates for which they will require lodging. The Government will provide the hotel/motel a list of the expected participants for each course delivery; 4) If the hotel/motel is contacted by a Federal Government employee, the caller will be required to pay for their lodging using their personal Federal Government Travel Card. Federal employees are not part of the (100) rooms requested under the proposed order(s); 5) Any state or local participant (student) requesting an earlier arrival or later departure than listed below, shall be personally responsible for payment. 6) Provide a room capable of holding up to 100 participants in a classroom type arrangement/environment. Audio visual equipment will be provided by the Government. The "Grand Total" quoted price shall represent the total for all three (3) groups, for a total of three (5) night periods for the dates indicated above. The "Grand Total" is a Not-To-Exceed price - whereby the hotel/motel shall only invoice for the actual number of rooms occupied during the three course delivery periods. A purchase order will be issued to the lowest cost offeror. The per night lodging cost shall not exceed the cost listed in the Federal Travel Regulations. Additionally, in order to insure competitiveness, additional discounts are encouraged. It is requested that the Government be granted a general tax exemption for all rooms. Quotes shall be inclusive of the per-night cost per room, a sub-total cost indicating the cost for each of the three (5) night periods separately, and a Grand Total for all three course delivery date periods combined. Quotes shall be submitted to the Department of Homeland Security/FEMA, National Emergency Training Center, Attn: Greg Blair, Bldg. E/Room 114A, 16825 South Seton Avenue, Emmitsburg, MD 21727, via fax on (301) 447-1092, or via e-mail to greg.blair@dhs.gov. Quotes shall be submitted not later than 4:00 p.m., April 8, 2005.
