Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice or to be provided upon request. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 26. NAICS Code is 541990. This is a 100 percent small business set aside. Small Business Size Standard is $6 million. All responses shall be received in the following office not later than 4:00 p.m., Central Time, Wednesday, April 8, 2005. Address: U.S. Army Engineering & Support Cente r, Huntsville, Attention: CEHNC-CT-P, Nadine Maack, 4820 University Square, Huntsville, Alabama 35816. This procurement is for preparation and instruction for the course Dredging: Contract Administration. All interested persons should submit a request t o the following address for detailed copy of the statement of work and the full text of all applicable clauses. A sample of the course materials shall also be provided upon request. It is to your advantage to request this material. Myra.n.maack@hnd01.us ace.army.mil. A brief description of course and requirements is as follows. The course teaches the basics of dredging contract administration. Through lectures, group discussions, case studies and examination, this course provides the student with infor mation on how to successfully administer dredging contracts and the problems associated with the activity. Included in classroom discussions are how dredging projects are engineered, the operational aspects of various types of dredges, the factors involve d in project management, the safety aspects of dredging and dredge equipment, and the basics of dredge estimating. 1. Course Objectives are Dredging Fundamentals Review, Hydrographic Surveys Applied to Contract Specifications, Methods of Accomplishing Dre dging Work. Incorporate Environmental Concerns into Contract Specifications. Incorporate Standard Clauses into Contract Specifications. Bidding Process. Administer Dredging Contracts. Dredging Safety: Regulatory Criteria, Roles and Responsibilities, Lifting Equipment and Rigging, Personnel Considerations, Training, and Personnel Protective Equipment, Fall Protection, Dredging Equipment, Environmental Considerations/Conditions, Diving Operations, Fire Prevention/Protection, Hazardous Energy, and Refere nce Book . 2. Contractors Requirements and Tasks. A post award meeting will be conducted with the contractor and government to discuss in detail the expected services/supplies to be delivered and the due dates. Contractor representation shall be limit ed to two personnel. The government has the option to hold this meeting telephonically or to delete this meeting. The contractor shall revise and or update student course materials and instructor teaching materials. Upon final approval, course materials shall be reproduced. All materials developed shall be provided on a diskette in a compatible format, i.e., WordPerfect 6.0, Microsoft Word, etc. Minor revisions are anticipated. The instructor team shall consist of two instructors, including the lead i nstructor and one assistant instructor. The lead instructor will be available at the training site throughout the course of instruction in order to coordinate logistical matters and provide consistency to the overall course. The assistant instructor will be at the training site to teach and assist the lead instructor in accordance with their specialized areas of expertise. The lead instructor should have a minimum of 500 hours per year working experience for five of the past seven years within the dredgi ng industry. The assistant instructor should have a minimum of 400 hours per year working experience for three of the past five years within the dredging indus try. The lead instructor should have a minimum of two courses per year experience for three of the past five years teaching dredging: contract administration related short courses of instruction. The assistant instructor should have a minimum of two cour ses per year experience for two of the past three years teaching dredging: contract administration related short courses of instruction. The lead instructor should have current knowledge, within the last three years, of the appropriate Code of Federal Reg ulations/CFRs, Corps of Engineers Guide Specifications, Engineer Regulations, Engineer Manual, Technical Manuals and related technical publications within the dredging industry. The assistant instructor should have current knowledge, within the last three years, of the appropriate technical manuals and related technical publications within the dredging industry. Contractors Administrative Requirements. Contractor shall be responsible for pre-course administrative requirements including: Arrive at the c lass site the day before instrucŽtion starts to perform pre course administrative requirements: verify proper classroom setup; obtain contractor and government shipped materials from facility storage and distribute in classroom; obtain audio visual equipme nt from facility storage, setup and comŽplete an operational check. Administer student registration. Administer classroom management. A government furnished attendance record form shall be utilized to record attendance of attendees. Attendance shall b e checked in the early morning and immediately after lunch. Administer pretest and posttest. Administer completion certificate. The contractor shall complete and present the government furnished Corps of Engineers CompleŽtion Certificate to each student meeting the completion requirements. The contractor shall, on the last class day, perform post course adŽministrative requirements; repack and address residual course material, ascertain that the equipment is picked up by the appropriate representative or returned to secure facility storage. Procedures will be provided to the contractor. Government furnished materials include are listed in the detailed statement of work. Evaluation Criteria: Provide documentation to show your qualification/experience for the following evaluation factors. Submit resumes for each instructor. Factor One. Practical Work Experience: The lead instructor should have a minimum of 500 hours per year working experience for five of the past seven years within the dredging ind ustry. The Assistant instructor should have a minimum of 400 hours per year working experience for three of the past five years within the dredging industry. Factor Two. Teaching Experience. The lead instructor should have a minimum of two courses per year experience for three of the past five years teaching dredging: contract administration or dredging fundamentals related short courses of instruction as related to the subject matter shown above. Factor Three. Current Technical Expertise. The lead instructor should have current knowledge, within the last five years, of the appropriate Code of Federal Regulations  CFRs, Corps of Engineers Guide Specifications, Engineer Regulations, Engineer Manual, Technical Manuals and related technical publication s within the dredging industry. The assistant instructors should have current knowledge within the last three years, of the appropriate technical manuals and related technical publications within the dredging industry. Factor 4. Past Performance. Provi de the following information for Past Performance. Names of three references, telephone number, type of work you performed. These factors are listed in the order of importance. All factors combined are significantly more important than price; however, as evaluated technical ratings become closer, price becomes more important. Contractor shall quote the following line items: Post Award Meeting, Course materia ls revision, and one course session to be held on May 24-26, 2005 in Nashville, Tennessee. Course Length is 24 hours. Number of students is approximately 32.
