- This acquisition is a total set-aside for small business. The size standard is $4.0 million. This is not a request for proposal. Description: The Lassen National Forest intends to acquire architect-engineer (A&E) services for a transportation planner for multiple timber sale and other projects. The Forest Service anticipates multiple awards of Indefinite Delivery, Indefinite Quantity contracts The terms of the contract will be 365 calendar days from the date of contract award, or until the $10,000.limit is reached. Firms interested in providing services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Contractor shall perform the following tasks under separate task order agreements. 1) Locate and verify planning objective for proposed roads including analysis of resource protection & activity management plans as they relate to the transportation system. 2) Assists in the preparation and review of environmental analysis, Environmental Impact Statements and special reports regarding the transportation engineering projects. 3) Is responsible for engineering transportation input for the Roads Analysis process. When required, will consolidate input from other resource areas into a roads analysis report. 4) Provides engineering input into the interdisciplinary planning process for timber sales, and other resource development activities involving road construction. 5) Participate as a member of Interdisciplinary Team that will review layout feasibility of transportation planning and is responsible for review of adequacy of all road locations made. 6) Using aerial photographs, topographic, geologic maps, and on the ground reconnaissance develops an integrated transportation system plan for varying terrain. 7) Assists and trains other transportation planners or Forest Service employees, in the Road Analysis process (Items 1-6 listed above). Task orders shall be negotiated for the different phases of transportation planning projects. Contractor shall be familiar with the following: 1) writing a Transportation Assessment Report that conforms with Forest Service Transportation Planning Handbook 7709.55. 2) Knowledge of the Lassen National Forest Roads Analysis Road Analysis Report is also a plus. 3) Documents shall be in electronic form using Microsoft Work, or Excel spreadsheets. For timber sale projects deliverables may include the attendance of ID Team meetings for ongoing projects, logging system layouts, condition surveys for roads, providing engineering roads analysis input etc. The assessment and analysis will be commensurate to the scope and intensity agreed upon. In the event of changes in project priorities, i.e. cancellation of projects, priority changes, etc. or inadequate input/cooperation by I.D. Team Resource area the data collected or analysis completed to date will be substituted for deliverables. Contractor selection shall be evaluated in the following order, based on demonstrated competence and qualifications. (1) Identify qualifications, and work experience that demonstrates Forest Service road analysis knowledge. 2) Specialized experience and technical competence in the roads analysis process. (3) Capacity to accomplish the work in the required time; (4) past performance on contracts with respect to work quality, and performance schedule compliance (5) Contractors geographic location and knowledge of the project locality including existing Lassen National Forest transportation system.
