- This is a Market Research, Sources Sought synopsis to help the National Institute of Standards and Technology identify potential firms capable of providing analytical and strategic management support for the United States Measurement System (USMS). The USMS is the complex of methods, instruments, entities, institutions and standards involved in the measurement of products and processes significant to the economy, security, and quality of life in the United States. The scope of the system is broad, ranging from measurements conducted by and for government agencies, to measurements conducted in laboratories, to measurements conducted in the field and on the factory floor, to measurements incorporated in product and process standards. The Government anticipates that capable firms will have broad, interdisciplinary research capabilities, including in-depth familiarity with laboratory functions and R&D management processes and possess expertise and successful past experience and performance in areas including but not limited to the following: (a) Long-term planning methodologies for R&D organizations in public, private and non-profit sectors (b) Scenario planning or similar long-range planning methods for large, diversified science and technology organizations (c) Development of technology roadmaps at both the firm and industry levels in the context of diverse business conditions, changing business strategies, and complex market structures (d) Identification of measurements and standards needs for established and emerging technology areas (e) Strong internal research capabilities for interdisciplinary technology evaluations, trend assessments, and forecasting the impact of emerging technologies (f) Forecasting methods and focused analyses of key issues and technology trends and commercialization pathways We are not seeking general business consulting. Interested parties shall provide the Government with information as follows: (1) Name of Company-include a contact person?s name, telephone number and email address; (2) Company Address; (3) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other and indicate whether a large business or small business under NAICS 541611. ; (4) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (5) Address whether the services identified in the requirement described above are of a type offered and sold competitively in the commercial marketplace based on market prices or whether these services are exclusively provided to the Government; (6) If commercially available, identify standard commercial terms and conditions typically associated with these services; (7) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performed performance-based and include the contract number, Government agency name and address and contract funded amount; (8) Identify existing or potential pricing structure for scientific & technical labor categories in support of this type of work (9) Identify qualifications of technical and management personnel. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
