Description
The Department of Transportation (DOT), Federal Aviation Administration (FAA), Aviation Systems Standards (AVN), Avionics Engineering Section (AVN-343) has a requirement for acquisition of Emergency Locator Transmitter (ELT) kits. The FAA Product Team has performed market research and results indicate only 7 companies worldwide hold TSO-C126 approval for 406MHz ELTs. As a result the Product Team has made a determination to solicit this requirement on a single source basis with American manufacturer, Artex Aircraft Supplies, Inc., a Chelton Group Company. Artex is the only domestic manufacturer whose product meets the technical specifications required for FAA fleet standardization. These technical specifications are as follows: ELT System Requirements 1. Transmits on 121.5, 243.0 and 406.026 MHz 2. Meet or Exceed requirements of TSO-C126 and FAR Part 91 3. Single output for 121.5, 243.0 and 406.026 Mhz frequencies 4. Long message protocol transmission capability on 406.026 Mhz which includes: a. Aircraft Position Coordinates b. Aircraft ID c. Serial No. of ELT d. Country Code 5. 406.026 MHz transmission must operate for minimum of 24 hrs 6. Remote programming of ELT to aircraft 24-Bit address to facilitate transportability 7. ELT to Navigation circuitry must be imbedded into ELT 8. ELT shall maintain a frequency stability of 50 PPM on 121.5 and 243.0 MHz 9. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
