- The Directorate of Contracting (DOC) Fort Campbell, KY, has a requirement for four (4) each 200/250-gallon Fueling System Modules (FSM). The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The DOC intends to negotiate a firm fixed-price, supply-type contract with Air Logistics Corporation, located in Pas adena, CA. The specifications for the FSM are as follow: 1). The FSM pump, motor, and filter separator are mounted on a rigid metal frame. 2). The FSM can be air dropped, ground mounted or utilized in a trailer-mounted configuration. 3) The FSM config uration is capable of delivery by parachute with a reinforced frame and simplified design that integrates the unit and frame, with three load-bearing tubes to make best use of proper rigging techniques and minimize shock loads to the system. 4) The FSM is compatible with current 2 dry break connectors and hoses with no degradation in system performance. 5) Footprint of the FSM allows carriage in HUMMWVs to move fueling capacity rapidly when on the ground. 6). The FSM includes a non-electric cold weather start assist. 7) Integrated functions include filtered or bulk fuel delivery at 200 or 250+ US gallons (756 or 946 liters) per minute. The FSM includes defuel manifolds to empty hoses and the unit into a fuel source. 8) The FSM is flexible with alternati ve hose/nozzle combinations with no interconnecting units. 9). Man-portable in the field for short distances (420 lbs. dry/440 lbs. Wet) 10) The FSM is multi-fuel (Diesel, JP4 and JP8) use and capable of pulling filtered fuel for operation from the supply side. NAICS code for this procurement is 333911 and is to be awarded on an unrestricted basis. This sole source procurement is under the Simplified Acquisition Procedures, and Other Than Full and Open Competition. THIS NOTICE IS NOT A REQUEST FOR COMPET ITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 14 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detai l to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discreti on for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Air Logistics Corporation. Responses are due by 12 April 2005, 2:00 p.m. (CST).
