Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed-Price Indefinite Delivery Indefinite Quantity Contract with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of the Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516. Task Orders placed hereunder will be for the procurement of engineering investigations and the development of associated technical data, logistics impact studies, management, engineering and technical support, feasibility studies, integration studies, test plans, laboratory simulations, aircraft modifications, configuration changes, kit installations, ground tests, antenna testing, flight tests, fatigue tests, interchangeability assessments, data collection, data processing and data analysis. The requirements may include the development of associated technical, administrative and financial data; the design, manufacture, assembly, installation and test of breadboards and/or prototypes; test equipment modification, weapon flight test engineering support, and related systems and components; engineering, technical and material support; and recommendations dealing with the practicability and/or desirability of developing potential engineering changes to the following aspects of the F/A-18 Weapon System: operational readiness and reliability, aircraft/weapons loading and/or configuration, GFE requirements, ground support equipment and flying qualities and performance capabilities. As the sole designer, developer and manufacturer of the F/A-18 aircraft, only MDC has the requisite knowledge, experience, and technical data required to successfully complete these tasks without causing unacceptable delays in meeting the Navy?s operational requirements and without substantial duplication of cost to the Government. Furthermore, only MDC has the F/A-18 peculiar engineering data and expertise, facilities, and test equipment to provide the Government?s minimum needs in a timely manner.
