- NOTICE TO POTENTIAL OFFERORS: This draft solicitation will NOT appear in Federal Business Opportunities www.fedbizopps.gov. You are directed to the Navy Electronic Commerce On-line (NECO) site, www.neco.navy.mil to access the draft solicitation. In support of the Total Combat System, System Warfare Federated Tactical System (SWFTS) which is comprised of all submarine combat system subsystems, the Naval Sea Systems Command (NAVSEA) intends to issue a DRAFT solicitation N00024-05-R-6250 for overall architecture integration of the subsystems to achieve a single Total Combat System for Naval Battlegroup interconnectivity as required by SEAPOWER 21. The effort will include System Engineering, Integration and Test, Logistics and support of all subsystems. Engineering Services will be included for design, testing and fabrication of Combat System Level changes and include support to tactical and non-tactical shipboard services for all host platforms and subsystem faciliti! es. A Cost Plus Fixed Fee/Award Term contract is contemplated. Interested companies are invited to direct, in writing, comments on the draft solicitation to: Kristin.Umbaugh@navy.mil no later than 27 April 2005 via e-mail. Comments received after 27 April 2005 will not be accepted. All e-mails shall have the solicitation number N00024-05-R-6250 in the subject line. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government may not respond to any specific questions or comments submitted in response to this synopsis or information provided as a result of this synopsis. The Government will not award a contract resulting from this synopsis. Comments from industry will be considered in the development of the formal Request for Proposal.
