- Subject to final approval, The Department of the Treasury?s Bureau of the Public Debt (BPD) on behalf of the Office of National Drug Control Policy (ONDCP) intends to negotiate a sole-source procurement with the Partnership of Drug Free America (PDFA) for the acquisition of the development of an Anti-Methamphetamine Program. The Government intends to award a contract for twelve months. Nature and Description of Action: The Office of National Drug Control Policy (ONDCP) in conjunction with the Partnership for a Drug Free America has a Congressional Mandate to operate the National Youth Anti-Drug Media Campaign. A new dimension to the Campaign is the requirement to develop advertisements which specifically address methamphetamines. The Contractor shall help increase the knowledge of parents and opinion-leaders that methamphetamine is harmful to children and adolescents, and results in serious negative consequences for individuals and communities. The Contractor shall increase the interest and ability of individuals and their communities to take effective action to protect their youth from methamphetamines. The Contractor shall: 1) Develop a communications strategy, based upon their substantial expertise on drug issues, including knowledge and attitudes of parents and teens, and effective drug demand reduction strategies, to plan and implement a high impact public service advertising campaign designed to convey the harm from methamphetamines to children and adolescents, and to drive individuals and communities to take action to reduce the problem. 2) Utilizing their significant experience in recruiting top-flight ad agencies to produce PRO BONO public service advertising on drug issues, the Contractor shall recruit and brief a PRO BONO advertising agency to create and produce the public service advertising, based on the communications strategy. Produce the advertising in a timely manner at reasonable costs, following the Partnership model, utilizing all the resources necessary to complete the production. Test the advertising to assure that all messages will be clear, credible, and impactful, with minimal possibility of ineffective or counter-productive results from the advertising. 3) Conduct media outreach to showcase the advertising and gain attention to the campaign through the news media, and collaborate with ONDCP and other government agencies and non-profit organizations that can assist in the effective dissemination of advertising messages and materials. 4) Utilize access to their previously established national and local network of individuals and organizations with experience in regional drug issues to distribute the advertising to media outlets, and secure maximum amounts of donated advertising time and space, with particular focus on those areas of the country that suffer disproportionately from problems with methamphetamines. 5) Provide tested and finished ads for airing in July and August 2005, as this time provides a window of opportunity for media exposure relating to this topic. 6) Provide a report on the placement of the advertising, including a valuation of PRO BONO creative and donated media time and space No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to negotiate a sole-source award to the Partnership of Drug Free America (PDFA).
