- This serves as a ?Notice of Intent? to award a sole source task order award under FSS Schedule 70 to Sybase, Incorporated under the authority of Section 201 of the Federal Property and Administrative Services Act of 1949 (40 USC 501). The Federal Acquisition Regulation basis is cited in FAR Subpart 6.302-1(b)(1), ?Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by- (a)(2)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition.." In February 2000 a competitive procurement was awarded for the Customization and Personalization of the GSA Advantage system. Sybase was the one of the competitive solutions considered and recommended by the technical evaluation team. It was also considered the reasonable and acceptable solution based on price. Therefore, on the basis of the best value determination, CIO established Sybase as the standard database management software for the GSA Advantage system. As a result, Sybase has been implemented as the primary database environment to develop and run other mission critical business applications. Application software developed with Sybase software will not operate with database software from any other manufacturer without significant conversion effort. Existing applications are the product of, literally, thousands of person-hours of design, coding, and testing efforts over the span of more than 20 years, and are not available ?off the shelf.? Existing staff is trained in the management and support of Sybase software. General Services Administration (GSA) Federal Supply Service (FSS) Office of the Chief Information Officer (OCIO) owns and operates 90 Sun server systems, which are housed in two different sites within the United States. These systems support key GSA applications, including www.gsaadvantage.gov and are central to GSA?s mission. The database management platform is based on Sybase Adaptive Server Enterprise (ASE). Application software developed with Sybase stored procedures and data types will not operate with database software from any other manufacturer without significant conversion effort. Existing applications are the product of, literally, thousands of person-hours of design, coding, and testing efforts over the span of more than 20 years, and are not available ?off the shelf.? Existing staff is trained in the management and support of Sybase software. Therefore, the General Services Administration Federal Supply Service intends to purchase from Sybase, Incorporated, the required software upgrades pursuant Federal Acquisition Regulation (FAR) Sub-Part 6.302-1.
