Description
The General Services Administration (GSA) announces an opportunity for design-build services for hazardous building material remediation and the building demolition of the Hotel San Diego in San Diego, California. The remediation and demolition of the Hotel San Diego is necessary to be cleared from the site in order to construct the new San Diego Federal Courthouse. The Hotel San Diego is located at 339 West Broadway, San Diego, California. The estimated size of the six story building with basement and penthouse, which occupies a portion of a block, is 200,000 gross square feet. It is a cast in place concrete building of seven stories including basement extending into the right of way on three sides of the building and a mezzanine floor. Award of the design build hazardous remediation and demolition contract is anticipated for third quarter 2005 with design starting shortly thereafter. The estimated total design/build cost is between $1,000,001.00 and $5,000,000.00 with completion planned for March 2006. The scope of design/ build services include, but not limited to: completion of Design Build Phase Specifications and Drawings as required to perform the work; design submittals to GSA for review of compliance with the design guidelines; quality control review of documents; constructability review of the contract documents and drawings; monitoring and documenting quality; developing innovative opportunities to improve the projects design of abatement and demolition procedures; provide project coordination between subcontractors, as well as Quality Assurance and Quality Control functions; monitor cost and schedule, provide cost estimates, reports; and provide all safety function, and environmental requirements. GSA has established a LEEDS goal of Silver for the New San Diego Federal Courthouse and the Contractor shall identify and implement any aspect of the abatement and demolition that qualifies for points toward that goal. This acquisition will implement a two Phase Design Build source selection Process. Phase One - Request for Qualifications (RFQ) will identify those firms which are most highly qualified. A maximum of five (5) firms will be selected for consideration for Phase Two - Request for Proposals (RFP). The short list will be based on the firms? submittals in response to the Phase One ? RFQ. The Phase Two ? submission is the basis of making the final selection. Those firms included in Phase Two will be required to prepare fully developed technical and price proposals. The Government will not allow any stipend for preparation of proposals. Offerors can be a partnership, corporation, association, and/or other legal entity which will contractual responsibility for the project. A proposed joint venture must provide profiles for all firms in the joint venture. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. As part of the Phase II Submittal, the firm which does not qualify as Small Business Concern shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as a prime contractors or as members of joint ventures with other small businesses. Although this procurement is open to large businesses, small and minority firms are strongly encouraged to participate. The RFQ will be issued on March 28, 2005. Closing date and time for submittal of qualifications is April 15, 2005 at 2:00 p.m. (Local San Francisco Time ). A Pre-RFQ Meeting will be held at 11:00 a.m. on Monday April 4, 2005 at the Federal Building, 880 Front Street, 4th floor, room 4224 in San Diego, California. NOTE : Cameras nor Cell Phones with Cameras are allowed in Federal Buildings .Questions shall be received until April 8, 2005. This is not a Request for Proposal (RFQ).
