Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-05-Q-0019 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 effective December 28, 2004. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance and a responsible offerors ability to meet the salient functional and technical requirements as listed below for the Fabrication, Installation, and Production Oversight of the National Archives and Records Administration Sortheast Region Exhibit. BACKGROUND The National Archives and Records Administration Southeast Region’s archival staff has developed an exhibition of facsimiles from its archival holdings. The exhibit is comprised of ten thematic sections based upon 525 documents selected by NARA staff: Introduction, Early records, State records, Southeast Region’s family album, Draft cards, Atlanta Federal Penitentiary prisoners, Tuskegee syphilis study, Tennessee Valley Authority, Civil liberties, and Archivists’ Choice. The exhibit will be placed in the region’s new archival facility, in Morrow, Georgia, and will open in conjunction with the facility’s Building Dedication Ceremony scheduled for July 15, 2005; pre-ceremony media tours of the facility are scheduled for early July 2005. The opening exhibit is an integral part of the pre-ceremony media tours and the Building Dedication Ceremony. DELIVERABLES 2.1 Exhibit system as specified below in Section 3, SCOPE OF WORK. 2.2 Final content development, writing, editing and design of exhibit. 2.3 Traditional chromogenic color prints on Fujicolor crystal archive paper (or equivalent brand) of approved panel layouts including images and text. Lamination, using five (5) ml thermoflex laminate, of all chromogenic color prints Mounting onto exhibit panels. Shipping and installation of exhibit at National Archives Southeast Region, Morrow, Georgia SCOPE OF WORK This task order includes: 3.1 Providing exhibit system Based on attached floor plan contractor shall provide Leitner 80 or equivalent system. The Contractor shall make adjustments to structure as necessary to accommodate final design. Contractor shall verify that components are delivered as specified. Contractor shall perform quality control of all components. 3.2 Completing content development, text, final image selection and exhibit design based on drafts provided by NARA of ten sections of the exhibit. Contractor shall consult on content development and incorporate NARA comments into final exhibit content consisting of images and text. NARA will review interim content development. Contractor will make adjustments. NARA will approve final content development. Contractor shall review, revise, edit and proof draft text provided by NARA. Text must be reviewed and finalized based on its placement in final layout. Contractor shall edit and proofread all existing text, produce final approved text, and typeset the manuscript. From the approved content development and approved typeset manuscript, contractor shall create final design of exhibit panels. 3.3 Preparing digital layout files, reviewing photographic assets, providing digital proofing and color correction of all images; producing output onto substrate, laminating electronic output onto exhibit panels From the approved final design, contractor shall prepare digital layout production files of text and images referencing the Traditional Chromogenic color print media. The dimensions of the Leitner 80 (or equivalent) dimensions will be followed. Contractor will provide NARA with relevant specifications. Contractor shall manage and identify all photographic assets as provided by NARA. Contractor shall review all digital photographic assets to ascertain compatibility with exhibit format, and determine images where rescanning from originals is required. Contractor shall review all non-digital photographic assets (color transparencies, negatives, and black, and white prints) to ascertain compatibility with exhibit format. Contractor shall specify color correction on all images, specifically correct pixels per inch (ppi), contrast, hue, and saturation, and specify and create silhouettes of images where required. Following technical review, contractor shall digitally enhance each of 525 photographic assets provided by NARA. Contractor shall provide museum quality facsimiles of each document to be approved by NARA staff for faithfulness to the original document. Extensive color correction should be anticipated. Faithfulness to original document is of paramount concern. Contractor shall produce and review first full-size proofs of all images, interpret color space of lab, color correct images based on original color management and present to NARA for approval. Contractor shall produce and review second proofs, color correct and present to NARA for approval. Contractor shall produce and review third proofs and provide to NARA for approval to release for production. Contractor will integrate all approved images into final production layout and adjust layouts as necessary. Contractor shall evaluate and approve final output of panels, specifying reworking where necessary, with concurrence of NARA. Contractor shall evaluate final lamination of output to panels, specify reworking where necessary, double check correct “backing up” of panels, with concurrence of NARA. 3.4 Shipment of the exhibit system to National Archives Southeast Region, Morrow, Georgia. 3.5 Installation of exhibit and staff training on installation and maintenance at National Archives Southeast Region, Morrow, Georgia. 4. PERSONNEL Contractor shall provide all personnel necessary to complete the project. NARA FURNISHED PROPERTY NARA shall provide a CD-ROM set containing digital images of the 525 documents selected for the exhibit as well as the electronic draft script and captions for the documents. Some digital images are “for position only” scans of non-digital images. In addition, NARA shall provide draft mockup of each of the ten exhibit sections. PRODUCTION SCHEDULE April 11, 2005 – Contract awarded. May 6, 2005 – Content Development, Writing, Editing and Design, and Image Evaluation and Enhancement completed. May 13, 2005 – First proofs delivered to NARA for evaluation. May 20, 2005 – Second proofs delivered for evaluation. May 27, 2005 – Final proofs delivered to NARA for evaluation. June 29, 2005 – File output and panel lamination completed; panels shipped to Morrow, GA. July 6, 7 – Installation of exhibit completed. July 8, 2005 – Staff trained on exhibit setup and maintenance. Offerors must submit a brief description of relevant experience duties and responsibilities. Vendor must except direct deposit for payment via electronic funds transfer. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors Commercail Items (Jan 2005): each offeror shall include a completed copy of the provision at FAR clause52.212-3, Offeror Representation and Certifications Commercial Items (Jan 2005) with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses 52.222-3 Convict Labor(June 2003), 52-222-36 Affirmative Action for Workers with Disabilities(June 1998), 52,232-34 Payment by Electronic Funds Transfer Other than Central Contractor Registration (May 1999), 52.232-36 Payment by Third party(May 1999), and 52.233-3 Protest After Award (Aug 1996). The purpose for this amendment to NAMA-05-Q-0019 is to 1) Change the title of this Combined Solicitation to read as follows "Fabrication, Installation and Production Oversight". 2) Change the proposal due date on page 5 from January 5, 2005 to April 1, 2005.
