Description
This procurement is a HUBZone Set-Aside. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about 19 April 2005 at http://www.eps.gov/. Please sign up for the Auto Notification Service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS REQUIREMENT IS HUBZONE SET-ASIDE FOR COMMERCIAL ITEMS AND WILL BE EVALUATED USING PAST PERFORMANCE AS AN EVALUATION FACTOR. The USCGC WYACONDA?s homeport is located in Dubuque, IA. The vessel is a 75 Foot River Buoy tender and 130 Ft Barge. Vessel's availability schedule is for fifty-four (54) calendar days starting August 01, 2005. The place of performance will be at the contractor's facility within the geographically restricted area. This vessel is geographically restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the ?Western Rivers,? but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. Provide all labor, material and equipment necessary to drydock and repair the USCGC WYACONDA (WLR-75403) including but not limited to the following Base and Option items: (1) Welding Repairs; (2) Remove, Inspect, and Reinstall Propeller Shafts; (3) Remove, Inspect, and Reinstall Intermediate Shafts; (4) Straighten Shaft; (5) Renew Water Lubricated Shaft Bearings; (6) Renew Propeller Shaft Sleeve(s); (7) Remove, Inspect, and Reinstall Propellers; (8) Perform Minor Repair and Reconditioning of Propeller; (9) Clean, Inspect, and Test Grid Coolers; (10) Overhaul and Renew Valves; (11) Remove, Inspect, and Reinstall Rudder Assemblies for Steering and Flanking Systems; (12) Rebuild Rudder Stock; (13) Renew Rudder Lower Bearing Trunk; (14) Renew Tender Towing Knees; (15) Inspect Various Deck Fittings; (16) Preserve Barge Buoy Deck; (17) Preserve Tender and Barge Underwater Body; (18) Provide Dining and Lodging; (19) Provide Temporary Logistics; (20) Routine Drydocking; (21) Clean Tender and Barge Exhaust Pipes; (22) Renew Deck Covering Systems; (23) Renew Crews Head Shower Drains; (24) Protect Hydraulic ATON Crane. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be provided free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.TIF, *.TIF (group4), *.DWG, and *.DWF, etc.). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U. S. Coast Guard, MLCA, for each set of requested drawings. Requests for U.S. Coast Guard specification referenced drawings (CD or hardcopy) must be made within ten (10) days from the solicitation issuance date.
