- Description
- The purpose of this contract is to provide all management, tools, supplies, equipment, and labor necessary to inspect, test, and maintain the primary water/sewer systems and provide emergency response. Support shall be provided at various Defense National Stockpile Center (DNSC) Depots located within the Continental United States. All depots and satellite locations are storage activities with various numbers and sizes of warehouses, administrative, maintenance and support buildings. Water and sewer services are supplied by local public utilities. The installed systems and specific site conditions are identified in the solicitation. The number of systems and their locations are stated for information purposes and are based upon the best information available to the Government at the time of issuance of this solicitation. The Contractor, however, is responsible for the performance of all necessary services to accomplish the intent of this contract. We strongly recommend the Contractor visit the site prior to submitting bid. Preventive Maintenance: The contractor shall develop and accomplish a schedule of preventative maintenance tasks to minimize breakdowns and service interruptions, extending components life and maximizing operating efficiency. The contractor shall notify Contracting Officer or Contracting Officer Representative (COR) before proceeding with any preventive maintenance on installed equipment. At the conclusion of preventive maintenance, those previously notified shall be further notified that the maintenance work is completed. See attached maintenance schedule. The schedule shall be provided with the contractor???s proposal and shall meet all requirements identified in Federal, State and Local regulations as applicable to this system. Tasks Unique to each depots specific system are identified on attached maintenance schedule. Emergency Response Services: The contractor shall provide emergency response services to address system and operational failures 24 hours per day, 7 days per week through the performance period. The contractor shall respond on site within two (2) hours of notification by the Contracting Officer (CO), Contracting Officers Representative (COR), or his representative. An emergency is when the system is not operational and there is imminent danger to life and property. It is anticipated that an estimated 12 emergency responses will occur each year; this estimate is based on past history. The contractor shall take all actions necessary to secure the situation such that any risks to life and property are abated. Once the system is secured, the contractor shall submit a plan of action to restore the system to full operational condition. The contractor shall propose a firm, fixed price to accomplish the preventative maintenance and emergency response program identified on the RFP for the entire performance period. This price shall include all labor, supervision, common replacement parts, materials, and supplies and shall include all considerations for administration, overhead, and profit. The proposed process shall be itemized by each specific task and grouped by each month within the overall performance period.
