Description
The National Agricultural Statistics Service of the U.S. Department of Agriculture will be hosting an Information Technology Conference on Business Intelligence (Conference) in Washington, D.C. with an emphasis on statistical databases and the issues surrounding these databases. Topics will include Enterprise Architecture, Database Design, Data Warehousing, Metadata management, Data Mining and Security. The objective of the conference is to exchange experiences and practices among Governmental National Statistical Institutions in relation to the data management issues described above. Participants will include US Government IT staff and managers in Governmental National Statistical Institutions in many other countries around the world. The contractor shall plan and manage the conference on September 18-23, 2005. Required services include pre-registration, onsite registration, custody of registration fees and disbursement of funds at USDAs direction, collection of fees paid by credit card or voucher, coordination of hotel and meeting facilities, production and coordination of name badges and special events, production and dissemination of conference report, production of summary report, and final accounting and a registration database. The estimated number of attendees is 125. The contractor shall: Task 1 - Consult via telephone and face-to-face on an as needed basis with NASS on the conference agenda, speakers and other miscellaneous items associated with planning and coordinating the Conference. The initial consultation is needed within one week (5 business days) of the date this procurement is awarded. Due Date: On-Going Task 2 - Consult with NASS via telephone and face-to-face on potential conference sites. The initial consultation should occur within one week (5 business days) of the date this procurement is awarded. The consultation will include conducting a feasibility study and site survey of the selected facility. Details of the selection criteria and the feasibility study will be discussed at the initial consultation. At a minimum, U.S. Federal government per diem rates for lodging must be considered. A hotel should be selected by April 15, 2005. Due Date: Feasibility study and site survey completed by April 18, 2005 Final Selection of site by May 1, 2005 Task 3 - Create appropriate registration materials to include print and web-based registration capabilities. Conduct registration processing. Prepare and send confirmation letters to registrants. Provide registration desk setup and support. Supply phone line for registration desk. Prepare and collate registration package to be distributed upon arrival at the Conference. Due Date: Registration should be open no later than May 15, 2005 Registration activities will continue through duration of the Conference Task 4 - Facilitate and provide conference logistics. This includes meeting space; collection and distribution of conference registration fees to cover material costs; on-site management; audio visual equipment needs (screen, pod microphone, LCD, 4 channel mixer, laptop computer, 2 table microphones, and a floor microphone); conference signage; registrant badges; a one page insert; other miscellaneous materials including attendee rosters, handouts, notebooks, and folders; coordination and procurement for welcome reception; coordination and procurement of Conference breaks; coordination, procurement of tickets, and transportation to an evening cruise; and coordination, procurement of tickets, and transportation to a Washington, D.C. Nationals baseball game. Due Date: All events should be planned no later than May 15, 2005 Support and coordination of events will continue through the duration of the Conference Task 5 - Prepare and disseminate conference reports via CD Rom. At a minimum, this will include: a list of conference attendees, the Conference agenda, all presentations, and Conference photos. This includes providing presenters a template for the CD Rom information and providing, preparing, and disseminating 300 CD Roms to NASS and Conference participants. Due Date: Template provided to presenters by August 1, 2005 Draft CD Rom due to NASS for review by October 15, 2005 Comments from NASS on Draft CD due to Vendor by October 22, 2005. Creation, reproduction, and distribution of completed CD Roms by October 30, 2005 Task 6 - Provide final summary report on the Conference to NASS. This report will be a minimum of 20 pages long. At a minimum, this report will include registration information, key Conference statistics, and a summary of the evaluation forms from the conference. Due Date: Final Summary report of Conference due to NASS by September 30, 2005 Evaluation Criteria Evaluation for award: The Offeror?s proposal must give clear, detailed information sufficient to enable evaluation based on the major factors listed below: Understanding the work to be accomplished. Similar experience/past performance in providing information technology conferences with an emphasis on statistical databases and surrounding issues. Bidders shall provide a listing of all it conference they have provided under contract within the past three (3) years. This listing should provide the name of the conference, date(s) held, the contract purchase order number, and the names & phone numbers of the Contracting Officers, plus the name and phone number of the Contracting Officers Technical Representative for each order. Price Factors ? Best value award will be made to the offeror providing the greatest value to the Government in terms of tradeoff between price/cost and technical merit. The vendor?s (brief) technical proposal shall demonstrate all of the above factors. Technical proposals shall not exceed two (2) typewritten pages in Microsoft Word and the price quote shall not exceed one (1) typewritten page also in Microsoft Word.
