Description

SUBJECT: PERFORMANCE DECISION OF A STREAMLINED COMPETITION STUDY UNDER OMB CIRCULAR A-76, DEPARTMENT OF HEALTH AND HUMAN SERVICES, ADMINISTRATION FOR CHILDREN AND FAMILIES Pursuant to OMB Circular A-76, on January 4, 2005 public notification was made to announce a streamlined competition study of two positions in the Office of Administration, Administration for Children and Families. On March 21, 2005, consistent with procurement integrity, ethics, and standards of conduct rules, including the restrictions of 18 U.S.C. 208, the ACF Competitive Sourcing Representative reviewed and certified the streamlined competition form (SLCF), indicating the study?s completion. Under this formal notification, the Contracting Officer announces the performance decision that these functions and operations shall remain in-house. In accordance with the streamlined procedures as specified OMB Circular A-76, dated May 29, 2003, the SLCF shall be made available to the public upon request. Furthermore, it is noted that no party may contest any aspect of a streamlined competition.
